<br /> 4th - "The budget for the Virginia Public Assistar~ce Fund, in which the City
<br />participates to the extent of aooroximately $30,000.00 and the Federal and State ~overnments
<br />to the ext~nt of approximately $~0,000~00, is made up to co-incide with the State's fiscal
<br />year, July l~t to June 3Otb. The City's participation is based on an advanced estimate, the
<br />first of each year~ ~nd the fiscal year which has just ended June 3Otb, shows that we are
<br />short $1,665.00 in appropriations to meet our obligations~ under this Virginia Public Assis -
<br />tance Act. ~is was caused by the State reducing ~heir contribution to total administrative
<br />costs.
<br /> If we operate the six months remaining in t~is year on the basis of
<br />our budget prepared last November for our fiscal year, it will be necessary to reduce the
<br />average grant for C~neral Relief from $9.OO per family to approximately $7.50 per family.
<br />It will not provide for any emergency relief; it will not provide for educational leave,
<br />wT~ich is mandatory under State regulations; it will not provide for the ten per cent increase
<br />granted all other city employees. The cost of meeting the above for the balanoe of this year,
<br />will amount to
<br /> I ~espectfully recommend that ~u appropriation of $3,OI1.00 be made,
<br />to cover the above-mentioned items."

<br /> Motion of Mr. Hutohins to lay on table until next meeting, the requested ap
<br />propriation of $3,011~00 was adopted°
<br />
<br /> 5th - "PoLice Officer J. O. Richards has lost ll3 days, due to illness, since
<br />December 31st, 1~40, and has been off duty, continuously since June 5th, 1941o
<br /> Officer Richards is sixty seven years old and has been in the Depart-
<br />ment twenty two years and two months. A~eport from Dr. V.J. ~urgolo, City Physician, reads,in
<br />part, as follows:
<br /> ~'It is my opinion that Officer Richards is unfit for active
<br /> police duty.'
<br /> I respectfully recommend that Officer J. 0. Richards, who has honorab-
<br />~ oorved the City- durin~ his connection With the Police Department, be retired, according to
<br />the P~nsion law, at one half his rGgular pay, amounting to $y8.30 pe~ month, effective ~ugust
<br />let, an~ that an appropriation of $391.5© ce made to cover tl~is pension allowance for the bal-
<br />ance o~ the year 19~l."

<br /> Motion of ~r. Grimes to concur in the ~[anager's recommendation and to appro-
<br />priate $391.50 for said purpose, was adoptad, and by the following vote:

<br /> 6th - "~r. H. F. Russell, one of the c'ustodi~ns at the City Marke~, ~o has
<br />been employed by the Oity since 1921, a period of twenty years, h~s been confined to his home
<br />with a serious heart ailment for the past month. The City Physician, who has made an examina-
<br />tier Of Mr. Russell, reports mth~'~his condition is such ~that he will not be able'to r~turn to
<br />work.
<br /> In view of the above, I respectfully recommend that Mr. Russell be
<br />placed on the retired list, ~ith a pension of $50.00 permonth."

<br /> Motion of Mr. Hutchiqs to concur in the Ms, agoras recommendation, was adopt-
<br />ed.

<br /> ?th - "Mr. John R. Williams, former Police Officer, who severed his con -
<br />nection wit~ the Department ~n May, 1941, has applied for the refund entitled to him under the
<br />law, of monies paid into the Police Pension ~und, from June 16th, 1934.
<br /> The City Add!tot informs me that, under the law, Mr. Willian.~ is en
<br />titled to a refund of one half of the smount oaid into the ~amd, which iz $58.86. For the in-
<br />formation of the Council, this sJaount is being paid ~o Mr. Willisms.~

<br /> 8th - ~ "At the special meeting of ~he 0Guncil, held on July 2nd, to consider
<br />sewage disposal, the City Manager andthe City~Attorney were instructed to t a~ such steps as
<br />may be necessary for the construction, financing and operation of a separate sewage disposal
<br />system for the.City, and the 0ity Manager was instructed tO apply to the United States Govern-
<br />merit for a grant of two million dollars for the construction of said sMstem.
<br /> In accordance with the above instructions, I beg to advise that
<br />formall~ made application, under the Lanham Act, for two million dollars, for construction of
<br />a sewage disposal system to embrace Portsmouth ~ud contig~ous territorY.
<br /> Due to the urgency of this matter, I have also engaged the services
<br />of Louis P. Booz, Consulting Engineer, of Perth Amboy, N.J., to ~repare a report ~ud plans
<br />which will be sufficient for us to s~bstantiate our r~quest for the grant from the Federal
<br />Government and also to meet ourobligations under the Act of the Legislature. Tl~e consulting
<br />engineer's fee Will be $500.O0, and I respectfully request s~ appropriation~t_his amount.
<br /> I respectfully make report that I have met informally with the mom
<br />bets of the Norfolk County Board of Supervisors and~ at my request~ they have called a special
<br />meeting of the Board for the inight of July 25th, at which time I ~ll present Joint plans for
<br />the creation of our sewage disposal system, and will reoues$ Norfolk County to officialy des-
<br />ignate me as their representative in ~pplying for funds~under the Lanham Act. I will ~!~
