<br />and Councilman Frank D. Lawrence~, m~mbers of the committee appointed by the Couhcil, appeared
<br />before the Priority Board and presentedour requests uhder the Community Facilities Bill, known
<br />as the LanhamAct. It was made plain by the C?~irman of this Board that the cities would be
<br />expected to contribute as much as possible toward the construction of the facilities. No set
<br />~ale will ~oply, but the portion of the cost due to the Defense activities and the ability of
<br />the communities to contribute, will be guiS~ng factors.

<br />City could afford to pay, at this ~ime, to secure the projects ~ich we have requested:

<br /> "BE IT RESOLVED BY TP~ COUNCIL OF THE CITY OF PORTSMOUTH~ VIRGINIA:

<br /> Section 1. !T~t the City ~ager b~ ~ud he is hereby authorized to execute
<br />and file an ~Dplioation~ or applications, on behalf of the City of Portsmouth to the United
<br />States of America for grants to aid in financing the construction and installation of all or
<br />any of the above mentioned projects, and such applications may be made from time to time and
<br />for such projects as he may deem advisable.
<br /> Section 2. That R. C. Barclay, City Attorney, L.C. Brinson, City Clerk and
<br />Auditor, F.J. Bergeron~ C?~ef Engineer, of Public SerVice D~Dartment, X.D. Murden, Superinten-
<br />dent of Water Department,Harry A. Hunt, Superintendent of Schools; and Chas. U. Freund, Super-
<br />intendent of ~erries, be and they are hereby authorized and directed to furnish such informa-
<br />tion as the United States~ acting through its proper officials, may reasonably request, in
<br />connection with the application or applications Which are herein authorized to be filed."

<br /> ~ne following communication from the City Attorney was read:
<br />
<br /> ~'In January, 1939, I offered for sale at public auction under a decree of
<br />court, two lots of land ~fnich belonged to William Henmy Taylor and which had beau abandoned by
<br />the o%rner. Since that time~ I have been endeavoring to sell the lands. Recently the lot at
<br />Prentis Park has been sold for One Hundred and Fifty Dollar~ but no purchaser can be obtained
<br />for the Pinners Point lot which was bought by the City to protect its lien of taxes. In order
<br />that I might giVe a deed to the Oity it is necessary t?~t the sum of Fifty dollars be paid to
<br />me which I am directed to apply to court costs and taxes. The City has paid ~enty Dollars
<br />on account of the court costs which ! can credit on the purchase price. I therefore request
<br />that an appropriation o f 'Thirty Dollars be made for th_is purpose."
