<br /> WHEREAS, the President of the-United States has requested
<br />Governor J~mes H~ Price of Virginia to proclstm Daylight Saving
<br />Time for the Commonwealth of Virginia, ~d
<br />
<br /> WHEREAS, in response to
<br />o~lled on the various cities
<br />President, ~nd
<br />
<br />this request, Governor Price has
<br />and towns to co-ooerate with the
<br />
<br /> ~g~AS, AdmirelNanley H. Simons, Commandant of the
<br />Fifth Naval District, strongly urges that cities smd counties
<br />in this district co-operate with the President and with Governor
<br />Price of Virginia to adoot Daylight Saving Time in the interest
<br />of Nations! Defense~ ~d-
<br />
<br /> WHEREAS, a recent poll made by the Chsmber of Commerce
<br />clearly indicated by a majority of seven to one that its
<br />members favored Daylight Saving Time.
<br />
<br /> THEB~FOP~, BE IT RESOLVED, That the Portsmouth Chamber of
<br />Commerce strongly endorsez this proposal, and hopes that the
<br />Honorable City Council wilt instruct the Mayor to issue a
<br />procls~ation instituting Daylight Saving Time for this City,
<br />and further that in order to fully co-opers~e with t he Federal
<br />Government that all clocks be set forward one hour beginning
<br />midnight August 10, 19~l, and that this continue until midnight
<br />September 28, 19~l.

<br />Association of Machinist ere opposed to Daylight Saving Plan, ~ud I was instructed to
<br />write you and ask that you kindly convey to the Honorable City Council of Portsmouth,
<br />our views and ask them to work against the pl~n if and when it is presented.

<br /> WHEREAS, the President of the United States has requested
<br />the Governor of Virginia to endeavor to est~olish ~Daylight
<br />Saving Time in the Commonwealth of Virginia, in order to
<br />preserve electrical power for national defense; and
<br />
<br /> ~qEREAS, .~he Honor~Ole James H. Price, Governor of Virginia,
<br />has oroclsimed Daylight Saving Time in all departments and
<br />agencies of this State for the period from midnight, August
<br />lC, 1941 to midnight, September 28, 1941, end has requested the
<br />full co-operation of the City of Portsmouth in the President's
<br />program.

<br /> NO~, therefore, be i~ resolved by the Com~ci! of the City of
<br />Portsmouth, Virginia, that ell deps~tments, agencies, officers
<br />and employees of the City of Portsmouth be and they are hergoy
<br />directed to observe and operate on Eastern Daylight Saving Time
<br />(which is one hour in advance of Eastern Standard Time), from
<br />12 o'clock midnight Sunday, August lC, tggl, to 12 o clock mid-
<br />night, Sunday, September 28, 1941, and the Acting E~vor of the
<br />City of Portsmouth is requested to issue a proclamation to this
<br />
