August 6th, !941 - August 12~1941

effect and to request sll industrial snd business establishments,
and all inhabitants of the City to observe Eastern Daylight
Saving Time dUring the ~oove period, a_ud that eli clocks be
vaneed one he mr.

On motion Nr. Hell, s~id resolution was adopted.

On motion adjourned.

Clerk.

Approved:

acting President.

Portsmouth, Va.~ August 12th~ 1941.

At a regular meeting of the COuncil held August 12th~ !94~
there were present:

Leslie T. Fox~ George L. Grimes, P. ussell M. Hall, Jas. N. Hows~d~
~ ~. Hutcl~ins~ Frank D. Lawrence~ C. E. ~arren~ Pearls J~ ~ilson
and M. E. Haut, City Manager~

Minutes of regular meeting held July 22nd and special meeting of August
were read and approved.

On motion of Mr~ Howard, the privilege of the floor was granted Mr.
Diggs~ President of the Chamber of Commerce~ ~ho presented Mr~ J~M. Overton, Secretary~ who
read *~he follo~ng le~er.

~About July.15th~ 1940~ Aviation Service~ Inc.~ of Ne~ort News, with the
co-operation and assistance of the ~8~tsmouth Chamber of Commerce, began operation o f the air-
port at Algren~ in Norfolk County~ located on the Portsmouth-Suffolk road. This location,
following a survey of a numJoer of sites near the City limits~ was selected upon the reco~mendz
tion and ~oorov~ of the Director of Aeronautics for the State of Virginia and a Federal air -
port engineer,_ who cameto Portsmouth fo~ this purpose at the recuests~ of th_~ C~ ......... ~w ~.m -
meroe smd~ the Aviation. Co~oany. The site~ we are advised_ ,, is excellentlv~ located, well withi~
distance limi~ required by C~ regulations and consists of eighty-seven acres with sufficient
adjacent land suitgole for future enlargement or lenghtening of runways, should t~s become
necessary, and is available at reasonable cost.
Aviation Service during the past year that it has been in operation at this
airport~ has had over 250 students to begin t raining~ A n'~aber of these have obtained flying
licenses. ~ore than one hundred students are now in training. This training is given under
handicap due to the lack of ai?port facilities~ such as hangers~ reoair shop~ offioe~ etc.
The company maintains a fully equipped field at Ne~ort News and is compelled to fly Dl~ues
u~ed in Portsmouth back and forth for servicing ~ud housing.
It-has been demonstrated very clearly to the Chs~mber of Commerce Airport
committee that municipal ownership of this airport means much to the interests of this City
at tB~s time~ for many reasons, some of which are as follows~
(1) ~oproved site now in operation with ample land
adjoining for enlargement~ if found necessary.
(2) Responsible Aviation Co~any will enter into
contrao~ to erect all necessary buildings and
maintain an adequate airport service~ without
cost to the City, and who is at present success-
fully operating this service.
(3) Established air lines are seeking new routes.
Portsmouth's geographical location makes it pos-
sible~ we believe, to secure one of these lines.
(4) The Seaboard Air Line Railway has ~oplied for
permission to ee~olish air transportation. In
the event this permission is obtained~ we are
informed they will'be co,celled to consider
Port~outh as a landing point in making connec -
tion~ with'their railroad facilities already here.
(5) Federal~and State aid to develop the land for air~
