Hall, James N. Howard, <br />Frank D.. Lawrence, C. E. Warren, Pearle J. Wilson and M. E. Haug, <br />City Manager. <br /> <br />The following call for the meeting was read: <br /> <br />Portsmouth~ Virginia, <br /> August 4th, 1941 <br /> <br />Gentlemen: <br /> <br />Please attend a special meeting of the City Council on Wednesday, August <br />6th, 1941, at 7:00 P.No, to consider the call of Governor Price on day- <br />light saving. <br /> <br />By order of the Acting President. <br /> <br />L. C. Brinson, <br /> City Clerk. <br /> <br />The following telegram was read= <br /> <br />"Responding to the urgent appeal of President Roosevelt in the interest <br />of preserving electric power for National Defense, I am issuing daylight <br />savings proclamation for oeriod from August tenth to Septe~Oer twenty <br />eight. Am counting on your full co-operation in the President's Program. <br />Thal~kso ' <br /> James H. Price, <br /> Govei~nor. <br /> <br /> Privilege of the floor was granted Er. J. ~. Overton, who oresented the <br />following letter: <br /> <br />"It is my considered Judgment and in keening with the urgency of the <br />National Defense Program that daylight s~ving would effect measurable <br />gains in the productive capacity of Norfolk Navy Yard. <br /> <br />Should daylight saving be authorized by your honorable body, it would <br />mean one more hour on the second ds~light shift. Therefore, I ~m <br />hopeful ~that the City Council of Portsmouth will authorize the adootion <br />of daylight saving at its meeting tonight and the Retail Merchants <br />of Portsmouth and its environs coooerate to the fullest extent. <br /> <br />faithfully, <br /> <br /> Manley H. Simons, <br />Rear Admiral, U. S. Navy, <br />Commandant Fifth Naval District. <br /> <br />"The Portsmouth Retail Merchants Associs~tion unanimously recommend <br />Daylight Saving Time for Portsmouth, and respectfully recommend that <br />the Honorable city Council aporove the request of the Governor of <br />Virgini~ for Daylight Saving Time. <br /> <br />We hop~ i~ will be the pleasure of the Council to authorize the Mayor <br />to issue an order calling for observance of Daylight Saving Time for <br />all city employees, and to request al! merchants, banks, industries <br />and all forms of business to put same into effect beginning August <br />lC, 1951 at midnight, and to continue until September 28, 1941 at <br />midnight. <br /> <br />We also respectfully request that all clocks and time nieces be set <br />forward one hour beginning at the time mentioned above-and to continue <br />through the period endi.ng September 28, 1941. <br /> <br />Respectfully submitted, <br /> <br />Retail Merchants Association, <br /> J.
