The ~L~uaoer presented %he following memorandum: "Reauest for the Rental_of the gity Auditorium Pursuant to the conference between Mr. Haug, City Manager of Portsmouth~ Vir- ginia~ and the Rev. T. A. Russell, Chairman of the local U.S.Oo Committee, and a later confer- ence with Mr. R.L. Johnston, Secretary of th~ Portsmouth Y.M.O.Ao, and Mr.D.O. Shumaker, rep- resentative of the U.S.O. in Portsmouth, the following tentative agreement for the use of the Cfty Auditorium as a temporary service unit as submI~ted for approval: 1. That the entire City Auditorium and adjoining rooms on the top f!oor~ together with the rooms on the second floor of the west end of the building~ be rented to t~e Amy and Navy Division Y.M.C.A~~, for their exclusive use ~s a club for service men. For its u~e the City of Portsmouth is to receive a rental of $100.OO per month, beginning September 1st, 1941 and in return the City of Portsmouth is to provide light, heat and water. 2. The U.S.O. is to have oermission to install four showers in the present second floor t~ilet room or in the room above it~ sub jest to the approval of the City ~ngineer. 3- ~ermission is given to erect screens of oly board or olaster board to divide the large hall into: (1)- a smaller b~l; (2) a gsmes room mad bar; (3) a lounge and reading room. 4. Permission is given for the installation of telephones and out- lets for floor lamps~ radio~ 5- ~nirty days' notice will be requir~ on ~ ther side for the ter- mination o f this agreement. 6. All of the present equipment of that' portion of the auditorium building designated is~to be made avail8~le for use by the !easero~ The cost of ad~ti~ional furnishings and remodeling is to be borne by the Army $~d Navy Division 7.
