5th' ~ ~I~ am presenting herewith an ordinance entitled,-"An Ordinance Pre
scribing-the- Positions in the Fire Department~. This ordinance has been prepared by the City
Attorney and orovides for two assistant fife'chiefs.
~ith the added responsibility we now have in additional property val-
ues and the great congestion in the older Darts of the City, it is necessary that we have ade-
quate supervision in the Fire Department t~enty four hours a d~y, and some additional man
er. Under the U~o platoon system, now in operation, the burden and~sponsibility falls sOl~!y
on the Chief, ~no has no assistants. It can be readily realized that it is imoos~ble to se -
cure the necessary s~oervision without these two assistants~ who vmuld alternate with the pla-
toons mud be on duty twenty four hours a day, at headquarters. Tb~s will release the Chief
for necessary executive and inspection work,~ ~ud will greatly increase the efficiency of the
entire Department.
In order to accomplish the above, it-~ll be necessary to add two
more men to the Department and make certain promotions vM_thin the present ranks.
I respectfully recommend the adoption of the above smendm~ent and
the Oouncii~s aporoval of the increase in force, and that the PaF of the a ssist~ut Fire Chiefs
be placed at $21~O.00 per annum,"
