to mayors and councilmen as well as to City Managers.
There has probably been no time ~n ~he twenty~eight year history of this As-
sociation ~nen it has been more important for the chief administrative officers of the cities
of this country to exchange opinions, to find out ~aat other cities are doing, and to get from
national authorities the latest information on developments affecting cities. In addition to
the problems of cities under the defense program, there-will be many other topics of discus -
~ion second only in importance to that of defense.
This conference also is in effect a ~training institute~ for city managers
and m~uy cities consider it such a good investment that they send their ms~uagers year after
year, regardless of when or where the meeting is held.
Finally, this conference provides you and your ~city manager an opportunity
to bring up f~r discussion any serious problems now confronting your own city.
We cordially invite your City to take advantage of the benefits to be gained
at t~s meeting. We shall be happy to learn as early as possible how many from y~ council, iz
