June 25~ 1996 (b) An engineering site plan must be developed and approved in accordance with the requirements of the Code of the City of Portsmouth and all other applicable codes and regulations. (c) Security lights with dawn-to-dusk timer(s) shall be installed and maintained out of reach at the rear of the building. (d) Panic bars shall be maintained on the exit doors. (e) The applicant must fully enclose the outdoor play area with a wooden privacy fence at least 6 feet in height. (f) Indoor hours of operation shall be limited to the hours of 6:00 a.m. through 6:30 p.m. (g) Ail outdoor play activities shall be conducted between the hours of 8:00 a.m. and 6:00 p.m. (d) Prior to occupancy by the children and at least annually thereafter, the facility shall request an inspection by the Fire Prevention Bureau, the Public Health Department and the Building Official and shall correct any noted deficiencies. (e) The project shall be developed in accordance with submitted site and floor plans as approved by the City, and the applicant shall obtain approval from the City Engineer and/or Planning Director of a plan for the elevations of the expansion. (f) The facility shall comply with all applicable codes, ordinances and regulations of federal, state and local governments, and shall obtain and maintain in effect all necessary licenses and permits. 4. REVOCATION OF PERMIT: Violation of any of conditions may serve as a basis for revocation of permit by the City Council." the above the use Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett Nays: None Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the following resolution, approved on first reading at the Public Hearing meeting on June 11, 1996, and was adopted by the following vote: 96-200(d): "A RESOLUTION GRANTING A USE PERMIT FOR THE CONSTRUCTION AND OPEP, ATION OF A WASTEWATER PUMPING STATION IN PHASE TWO OF THE SUBDIVISION OF BISHOPS GREEN. WHEREAS, Lyle G. Wermers, Manager, Bishops Green, L.L.C., has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to construct and operate a wastewater pumping station to be located on a portion of Phase Two of the Subdivision of Bishops Green, Portsmouth, Virginia, as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions.
