<br />safekeeping of food-order, stamps~, the proper iasua~ce of such stamps, the receipt of money in
<br />connection therewith, and a proper accounting of such stamps-and.~money, (-3) provide such ad -
<br />ditional, bonded and other oerse'nnel~as -the A~minist~ati~n and said countiesm~ and cities, s~hall
<br />mutually deem~m'Re~cessal~Y fo~ the proper ope~ration cf the s tamp issuing office,~ and (4)pay at!
<br />costs.,, incl~ding salarieSm'S~Ud bond.s, incident to the providing of such personnel, and all other
<br />costs, except those specifica-!ly assumed- by.the City o.f Norfolk, incident to the inau. guration
<br />and op-eration of the Food Stamp Plan in the area relative to which this agreement is effective.
<br />Without. modifying or affecting the Joint obligation of said countles and cities, insofar as the
<br />administration is concerned, to pay costs- as provided i n this paragraph, it is agreed by and
<br />between said counties and cities that the costs to be paid by them Jointly shall be shared
<br />among them upon the following basis: the County of Norfolk shall pay nine per cent. of such
<br />costs; the County of Princess Anne, seven per cent; the City of Norfolk, 60 per cent; the City
<br />of South Norfolk, four per cent; and the City of Portsmouth, 20 per cent. The said counties
<br />and cities may at any ti~e, re-proportion such costs among them by mutual agreement.
<br />
<br /> ARTICLE X. LINITATION UPON SOURCE OF FUNDS. The funds necessary to estab-
<br />lish and maintain the Food Stamp Revolving Fund provided for herein and the money necessary to
<br />PaY and discharge the administrative costs necessary and incidental to the inauguration and
<br />operation of the Food Stamp Plan in the area relative to which this agreement is effective
<br />shall be derived from legal public sources and shall be provided for and allo. cated in the of -
<br />ficial budgets of the respective parties providing~ such funds under this. agreement. No portion
<br />of such funds shall be derived from public subscription or from donations, subscriptions, or
<br />collections from private individuals, private agencies, or private organizations, and specifi~
<br />cally, no portion of such funds shall be secured in any manner from members of the food industr~
<br />or any other commercial industry, ~rade, or trades which might benefit, directly or indirectly
<br />from the operation of the Food Stamp Plan.
<br />
<br /> ARTICLE XI. BOOKS AI~D RECORDS. The City of Norfolk shall maintain such
<br />books and records pertaining to the issuance of food-order stamps as the Administration shall
<br />prescribe and shall permit the Administration to examine all boo~s, records, documents, and
<br />memoranda in connection with such issuance and the physical inventories of food-order stamps,
<br />at such time and times, and at such place or places as the Administration o~r its representativ~,~
<br />may require. Office record cards furnished by the Administration to the City of Norfolk, and
<br />such records.as pertain thereto, shall be considered Administration property and shall remain
<br />subject to the control of the Administration.
<br />
<br /> ARTICLE XII. REPORTS. The City of Norfolk shall promptly submit to the Ad-
<br />ministration reports relating to the issuance of food-order stamps, and such other reports re -
<br />lating to the operation of the Food Stamp Plan, as the Administration may require.
<br /> The several welfare departments, counties and cities who are
<br />parties to this agreement shall each submit promptly to the Administration reports relating to
<br />or concerning such matters as the Administration may deem necessary to insure the successful
<br />operation of the Food StsmP Plan in the ~rea relative to which t?~Is agreement is effective.
<br /> ARTICLE XIII. ' ASSISTAi{CE,~ FACILITIES AND COiOPERATION. The s everal~elfare
<br />departments, counties and cities who are parties to this agreement shall, Jointly or severally,~
<br />furnish such assistance, facilities and co~operation, including the passage in instances in whic~
<br />the authority so to act exists, or the presentation and furtherance before the property autho-
<br />rity in other instances, of such statutes, resolutions or other legislative or administrative
<br />action as the parties hereto may mutually deem necessary in connection with the inauguration
<br />and operation of the Food St~mD Plan in the area relative to which this agreement is effective.
<br />
<br /> AB~ICLE XIV. PRESENT A~D FUTURE RE,.I~F OR PUBLIC ASSISTANCE ALLOWANCES. The
<br /> City of Norfolk shall not issue blue-caloried surplus-food=order stamps in a manner to substi -
<br /> tute for, be in lieu of, or diminish present or future relief or public assistance allowances
<br /> f~om State, county or municipal authorities or agencies. The several welfare departments,
<br /> counties, and cities, Jointly or severally, shall no~ diminish present or future relief or pub-
<br /> lic a ssista~nce allowances, or fail or refuse to extend public assistance in ~y instance, be -
<br /> c~use of the operation of the Food St~mp Pl-an in the area relative to which this agreement is
<br /> effective.
<br /> ARTICLE XV. FUTURE ACTION AFFECTING RELIEF ADMINISTRA_ION. The several wel-
<br /> fare departments, counties and cities shall, severally, notify the A~ministraticn in writing
<br /> immediately concerning anyproposed action on their part, or on the part of any one or more of
<br /> them, or on the part of s~uy board or public official, which may be designed, %o affect, either
<br /> financially or other~rlse, the administration of relief within the area relative to which this
<br /> agreement is effective and shall further notify the Administration in writing immediately of ~
<br /> proposed action on their part, or on ~he part of any one or more of them, or on the part of any
<br /> board or public official, which may result in a change in the method of classifying relief eli-
<br /> gibles, or in a different standard of certification of such eligibles~ or in an increase or a
<br /> dimunition of relief allowances, eric the method of administering relief~ from that in effect
<br /> as of the date of this agreement.
<br />
<br /> ARTICLE XVi. DIRECT DISTRIBUTION OF SURPLUS A_GRICULTUBAL COMMODITIES. The
<br /> City cf Norfolk shall continue to ~Tovide and maintain, or cause to be provided and maintained,
<br /> adequate t~ansportation~ warehousing, and such other facilities .and services as may be neces-
<br /> sary, in connection with the distribution of surplus agar. cultural commodities to school lunch
<br /> programs, institutions and organizations in the area formerly served by the Norfolk Commodity
<br /> Wsmehouse. All forms of direct distribution or su~lus agricul-tural commodities donated by the
<br /> A~hministration, other than those specifically mentioned above, shall~be discontinued in the are~
<br /> relative to which this agreement is effective at the time the Food S~amp Plan is placed in oper~
<br /> ation in said area unless otherwise specifically authorized by the Administration.
<br /> ARTICLE XVII. TEB/~iNATION O F AGP~{ENT. This agreement may be teE2inated
<br /> upon thirty days~ written notice on the part of any party hereto, Drovided~ however, that the
