<br /> partme~t, theOi~ty of N~rfolk Wel~fare Department, the City of South Norfolk ~emlfare Depa~men~
<br /> and the City of Portsmouth ~elfare Departmemt, each acting within its resoeotive Jurisdiction,
<br /> shall certify as eligible to purchase and to receive food order s~tamps at~l persons who ap_ply
<br /> for such certification and ~no meet the qusllifications of eligible stamp recipients according
<br /> to the ol_a_.ssiflcations of such recipients as determined by the ~Administration and according to
<br /> the standards and qualifications of ~such classificatio~s as agreed upon and established by the
<br /> Adminls~ration and the State Welfa~re Department. The certification of elig-ib!e ~tamp r.ecipi -
<br /> ents spirit be made by such certifying, agencies in accordance with the terms of the currently
<br /> applicable "Requirements for Certification of Eligible Clients for Participatio~ in~ ~he Food
<br /> Stamp Program", issued by the Administration, as the same are now in effect or as the same may
<br /> hereafter be modified or amended.

<br /> ARTICLE VII. ISSUING AGENCY. P~VOLVING FUND. BASIS OF ISSUANCE OF ST~-MPS._
<br />Subject ~o the conditions and limitations herein imposed, and for the purposes of this agree-
<br />merit ..only, the City of Norfolk is hereby designated as~ the agency through which food order
<br />stsmps shall be issued by the Administration to persons who sine certified as eligible to put -
<br />chase an~ to receive such ~tamps in the area relative to which t_bis agreement is effective.
<br />
<br /> ~he City of Norfolk shall, on or before the date upon which, the
<br />Food Stamp Plan is placed in operation in the area-relative-to which this ~g~eemen.~ is effec-
<br />tive, establish and allocate a. fund of money in the amount of at leas~ $15,000., to be known
<br />as the "Pood Stamp Revolving ~und" and to be used for the purchase from the Treasury of the
<br />United ~States, from time to time, of orange-colored food~order ~stamps for sale to eligible
<br />s~amp recipients. The amount of money remaining in said revolfing fund plus the total face
<br />value .of orange-colored food-order stamps in~e possession.el the Oity o~ Norfolk shall at all
<br />~times equal ~he total original -amoun~ of sufh reMolfing fund. The total amount of such revolv-
<br />im~ fund shall not be decreased except upon agreenent between the Administration and the City
<br />of Norfolk. If, i~N th~'~ o~inion of the Administration and the City of Norfolk, i~ is necessary
<br />at any time ~o increase the amount of such revolving fu~d in order to effectuate the purposes
<br />of thfs agreement, the City of Norfolk shall inc. rease such fund in ~_n amount to be agreed upon
<br />mutually between the Administration and the said City.
<br />
<br /> The 0ity of Norfolk shall, from time to time as food-order
<br />stamps are .required for issuance to eligible s~amp recipients, remit to the Treasury of the
<br />United States, without recourse eEcept as herein provided, an amount of money from the said
<br />revolving fund equivalent to the face-value of the orange-colored food~order stamps to be ob~
<br />rained, which money shall become funds of the United States and shs~ ! b e used by the administrs~
<br />tlon in such manner as it shall deem neces~sary and proper to pay claims made against the Admin-
<br />istration and supported by orange-colored food-order stamps. All such remittances shall be
<br />made by certified checks or by cashier's checks.. The Administration shall, from time to time,
<br />furnish or cause to be furnished to the City o f Norfolk for issuanc~ to eligible ,food-order
<br />stamp recipients, orange-colored food order stamps of the total face value of the remittances
<br />made as a-foresaid and, in connection ~herewith, shall also furnish or cause to be furnished,
<br />for issuance to such recipients, such blue-colored .surplus-food,order stamps as may be required
<br />to effectuate the purposes of this agreement.~ No deposit of money shall be required of the
<br />City of Norfolk at any time for blue-colored surplus-food-order stamps, but the City of Norfolk
<br />shall be legally responsible to the Administration at all times for the proper safekeeping of
<br />all Unissued blue-colored surplus-food-order stamps delivered ~to it and for a proper accounting
<br />of all blue-colored surplus-food-order stamps issued by it.
<br />
<br /> The City of Norfolk shall issue orange-colored food-order stamps
<br />and blue-col~d surplus-food-order stamps in accordance wish the basis of issuance to be deter-
<br />mined by ~he Administration and in accordance with the "Procedure for Issuance of Food and/or
<br />Cotton Grder Stamps" issued by the Administration. The Administraticn may, at any time or times
<br />as it deems desirable or proper~ amend or revise such~asis of issuance of stamps and said pro-
<br />cedure for the issuance of s~amps.
<br />
<br /> ARTICLE VIII. REDE~PTION OF FOOD. ORDER STAMPS UPON TERMINATION OF AGREEMENT.
<br /> Upon termination of this agreement, the Administration shall re-
<br />deem, or cause to b e redeemed, from the Oity of Norfolk at face value all orange-colored food-
<br />order stamps then remaini~ng in the possession of the said city, provided, however, that the
<br />said City shall return to the Administration, or shall account to the Administration for all
<br />unissued blue-colored surplus-food-order stamps obtained by the said City from the Treasury of
<br />~he United States, and provided further, that the said City shall, if required by the Admini-
<br />stration, render to the Administration a proper accounting of the issuance, in accordance with
<br />the terms and provisions o~'~'this agreement, of all orange-co_lored food-order stamps and of all
<br />blue-colored surplus-food-order stamps obtained by the said 0ity in connection with the o.oera-
<br />tion of the Food Stamp Plan in the area relative to which this agreement is effective.

<br /> ARTICLE IX.

<br />ISSUING OFFICE. PERSONNEL ADMINISTRATIVE EXPENSES.
<br />The City of Norfolk shall establish and maintain, within the
<br />space for an adequate Food Stamp Issuing Office, subject to the

<br />Norfolk, the City of ~outh Norfolk, and the City of Port~mouth, Jointly, shall (1) provide the
<br />necessary furniture, equipment, utilities, sales booths and counters, office forms, and sup -
<br />plies for use in connection with the operation of the stamp issuing office, (2) provide a Pro-
<br />perly qualified person ~o perform %he duties of stamp issuing officer, which person shall ~e
<br />bonded to the City of Norfolk in an amount satisfactory ~o the Administration for the ~proper
<br />
