<br /> WITNESSETH, tl~at the parties hereto, in consideration of the premises and mu-
<br />tual covenants herein contained, do mutually agree as follow~:

<br />ARTICLE I. DEFINITIONS. As used herein:
<br />
<br /> (a) "Food Stamp Plan" means the program %u%der which the Administration, in
<br />order ~o effectuate the pu?poses of clause (2) of Section 32, Public Act No-. 320, 74th Con
<br />gross, approved August 2~th, 1935, as amended, issues, t~hrough designated agencies, and for
<br />use in accordance with prescribed re~alatlons and conditions, food~order stamps to persons and
<br />to classes of persons who, in the Judgment of the'Adminlstra~ on, require public assistance:
<br />
<br /> (b) "FOOD STA~PPLAN ~EGULATIONS" means the rules and regulations which were
<br />issued by the United States Department of Agriculture on May 17th, 1941, effective Nay 19th,
<br />1941, for the purpose of governing the operation of the Food'Stamp Plan, and any and all amen&
<br />monte to or revisions of such rules and regulations.
<br />
<br /> ARTICLE II. PUBPOSE OF AGREEMENT. The purpose of this agreement is to de -
<br />fine ~ud to establish the-rights, privilege~, duties and obligations of the respective parties
<br />hereto in eennection~withthe operation of t~he Food Stamp Plan in the area hereinafter desig -
<br />natedo
<br />
<br /> ARTICLE III. DESIGNATION OF EFFECTIVE AREA. The Area within the geographical
<br />limits of the Oounty of Narfolk, Virginia, including the Oity ed~ Norfolk, the City Of South
<br />Norfolk, and the City o f Portsmouth, and the area within the geographical limits of the County
<br />of Princess Anne, Virginia, is hereby designated as the area relative to which this agreement
<br />shall be effective.
<br />
<br />ARTICLE IV. APPLIOABILI~! OF 2RIOR REGULATIONS. AD~{INIBTRATIVE INTERPRETA-
<br />TIONS, DISPUTES OF ACT. The Food St~mp PlanRe~lations, a copy of which is. attached hereto I
<br />-s "mxhibit A". are made a part hereof. AdmirListrative interpretations or constructions by
<br />t-he secretary ~f the United States Department of Agriculture, or by the Administra%i0n~ of such
<br />re ~ulations shall be binding and conclusive upon all other parties hereto immediately upon the
<br />receipt of no,ice of such interpretations or constructions from the Administration or from the
<br />Administration's representative.
<br /> All disputes concerning questions of fact arising under this
<br />Agreement shall be decided by the Administration, whose decision shall be final and conclusive
<br />upon all other parties hereto as to such questions of fact, but nothing contained in this ar -
<br />~icte shall excuse such other parties hereto from the performance of their respective duties
<br />and obligations hereunder.
<br />
<br /> ARTICLE V. ADMINISTRATION REPRESENTATIVE. The Administration shall design~t~
<br />a representative to act upon i~s be,h~lf in connection with this~agreement. As Used herein~ tne~
<br />term "AdminisZra~ion representative shall include also any and all duly ap~pointed successors t
<br />to the person originally so designated.

<br /> ARTIOLE VI. ELIGIBILITY OF STA~P REOIPIENTS, CERTIFIOATION. The Administra-
<br />tion s-hall determine ~he classification of persons or classes of persons who shall be eligible
