<br /> tagless dogs at $2.50 each, ~otaling$1b5~OOO.90 was.pr~sente~, a~d on motion of Mr. H~tchins.,~
<br /> the Treasurer was authorized ~o pay same xrom Funds ~n ~s hands ~rom collection of Dog Taxes.
<br /> The following letter wasread:

<br /> "George H. Baldwin has retained me to represent him in his claim for
<br /> damages against the Virginia Electric & PowerGompany for injUries received to his ~_,~son as a
<br /> re~lt of the negligence of one of the bus drivers in the operation of one of the Uirginia Elec-
<br /> tric & Power 0ompany's ~uses.
<br /> Mr. Baldwin having received compensation from the City, is not allowed
<br /> by law to institute suit unless it be with the consent of his employer~ the City of Portsmouth.
<br /> Mr. Baldwin is asking leave to institute suit In his name against the V.E.P. Company, and if a
<br /> recovery is had, he will reimburse the City for all moneys paid to him as compensation and will
<br /> re~_ain the excess.
<br /> All costs ~noident to this suit will be borne by him. I have entered
<br /> into a contract with Mr. Baldwin, in which I am to receive appart of any recovery as my fee. In-i
<br /> asmuch as my fee is contingent upon a recovery, :t~ere will be no cost to the City of Portsmouth
<br /> im the nature of an a~torney's fee.

<br />(t) That in order to main~a!n racial amity in our City and
<br />commUnity, all people be asked to recognize the emerganoy
<br />conditions existing here at the present time; that due allow-
<br />ance be made for these conditions; that a general community
<br />spirit of ~olerance and fairness be cultivated; that in our
<br />relationships one with another,, both white and colored,
<br />common courtesy be observed, no~ as an expression o f conces-
<br />sion, but simply a $ a cardinal virtue which all members of
<br />the human family should practice in their daily dealings
<br />with each o there
<br />
<br />(2) That in order ~o properly acquaint all bus passengers with
<br />the purpose and intent of the segregation law, it is first
<br />necessary ~hat bus operators shall themselves be made familiar
<br />with and understand this law. That in order to bring this
<br />about, it is recommended to the tran~ ortation facilities operat-
<br />i~ghere that ~hey establish, either separately or Jointly, a
<br />seheclof instruction for their operators, To the end of teaching
<br />them how~ to direct attention to the law and to enforce obedience
<br />t~hereto in a manner calculated to avoid as far as human!y~ossi-
<br />blow, necessary embarrassment, friction, arguments, physical out-
<br />breaks and encounters on the buses.
