<br />reserve at Suffolk and four million gallon water reserve at Portsmouth, replace 8,200 lineal
<br />feet through the swamp with a 24" pipe and provide the City with a-very modern filtration plsnfl
<br /> The Federal Government has requested that the City appropriate one-
<br />fourth of this expense, and it i~ the Nanager~s recommendation that we proceed to provide the
<br />water facilities for the City."

<br />dogs at $2.50 each, totaling $120. O0, was presented and on motion of Er. Fox, the Treasurer
<br />was authorized to pay same from funds in ~er hands from collection of Dog Taxes.

<br /> The following letter was read and referred to the City Manager:

<br /> "Understanding that the Child Wel~fare Club has petitioned your Honorable
<br />Body to provide for the negro boys of this City a shelter for indoor activities under tempe
<br />tent supervision, I wish to add my endorsement to th~s petition, and to urge favorable action
<br />in this behalf.
<br /> I believe t~hat such a project as ~ropesed in the petition is indispensably
<br />necessary, and will be a definite benefit to the mormls ~nd health of the community.

<br />explanatory as ~o the insardtary and filty conditions existing at Fourth St. and Gosport Road.
<br />This is in front of the main entrance to the Navy Yard where approximately ~5~OOO Navy Yard
<br />workers enter daily, also where various celebrities enter when visiting the Yard. We are quite
<br />s~? yo~r honorable, body will~a~.ree that the impression obtained and remarks made by visitors
<br />wzmm no~ prove ~o ce s~n asse~ ~o you, a fair advertisement of our city or healthy conditions
<br />for our production and fighting forces. We are all in accord with reference to the need of man
<br />power and skilled labor, so as to keep production at its fullest capacity to meet the urgent
<br />needs of our Na~y. To do t~his, it is necessary to, keep the producer healthy and to keep the
<br />~a:oer healthy it is absolutely necessary to keep his surromuding conditions sanitary. The s~n-
<br />itary conditions mentioned herein have reference to apparently broken or overflowing sewers,
<br />~tagnated waters standing~in the gutters of the street a~ all times, from carelessness on the
<br />part of someone, allowing overflow pipes, drain waters, e~c. ~o flow across the sidewalks, in~
<br />stead of through sewer pipes. Thousands of workers have to get off the bus daily in mud and
<br />~ter and often-times have to wade shoe-top deep from the bus to the gate of the Navy Yard.
<br /> These conditions have been reported by this c~mmittee to the Health Inspec-
<br />tor, obtaining no results we appealed to the City Manager. Nothing has been done to remedy
<br />these conditions; therefore, we are bringing the matter direct to your attention and having the
<br />same confidence in you now that we had when you took office, in handling problems vital to the
<br />City of Portsmouth, we trust and believe you will take immediate action to correct t~s insan-
<br />itary and fitth~v condition.
