At a regular meeting of the City Council, held September 22nd, 1942, <br />there were present: <br /> <br />John P. Leigh, Leslie T.Fox, George L. Grimes, Russell N. Hall, <br />James N. Howard, W. R. Hutchins, C. E.'Warren, Pearle J.Wilson <br />and Arthur S. Owens, City Manager. <br /> <br />at 7:0o <br /> <br />approved. <br /> <br />Minutes of regular meetings of August 25th and September 8th were read and <br />The following communications from the City~Nanager were read: <br /> <br />1st - "The following appointments in the Fire Department have been made: <br /> <br />Clarence W. George, regular Hoseman, effective Sect. 1st <br />Chas. E. Archer, " ", " "~ 5th <br />Otto G. Norris,Wmo T. Ryder, Clement S. Harrell and Walter B. <br />Jernigan, substitutes, effective Sept. 15th." <br /> <br />On motion ordered filed. <br /> <br />2nd The Nanager presented the following ordinance: <br /> <br />"AN ORDInaNCE TO PROHIBIT ANY PERSON FROM CABPtYING HID <br />FROM COMMON OBSERVATION, ANY ENIFE, FISH HOOK, ICE PICK <br />OR OTHER SHARP INSTRUI~ENT~ WHICH NAS A BLAOE OR POINT <br />NOSE THAN TWO AND THREE- FOURTHS INCH IN LENGTH, AND <br />PROVIDING FOR THE PUNISH~4ENT THEREOF." <br /> <br /> On motion o f Mr. Hutchins that the <br />proved, was adopted by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, <br />Nays: None <br /> <br />rules be suspended, said ordinance be ap - <br />Hall, Howard, Hutohins, Warren,Wilson <br /> <br /> 3rd - "I would appreciate an ~opropriati~n of $1,2OO. to make necessary re - <br />pairs to the stadium and construct supply rooms." <br /> <br /> Notion of Mr. Warren that an appropriation of $1,200. for said purpose, be <br />placed on its first rea~ing, was adopted. <br /> <br /> ~th - "It is i~oerative that the City of Portsmouth, along with many other <br />communities, adopt the payroll saving plan for its employees. <br /> It is of utmost importance that this be acco~olished and I am there- <br />fore recommending that the attached resolmtion be adopted." <br /> <br />"RESOLUTION <br /> <br />WHEREAS, it is imperative that all contribute to the War <br />effort, a nd the Payroll-Saving Plan has been adopted a s <br />the best method to be used in this Democracy, <br /> <br />NOW, THEREFORE, Be it Resolved bY the Council of the 0lty <br />of Portsmouth,Virginia, that the City Manager is hereby <br />authorized to make necessary arrangements and to provide <br />adequate facilities for the Ol~ation of the Payroll-Saving <br />Plan for the employees of the City of Portsmouth.~ <br /> <br />On motion of Nr. Fox, said resolution was adopted. <br /> <br /> 5th - ~I have been advised by C.L.Vickers, Ac~ing Regional Director, Region. <br />$2, FederalWorks Agency, that Section B,Dooket VA 45-1~1 - Sewerage Facilities for Port~mouth, ! <br />has been approved by his office for the Eeade Construction Company. This is for ~he extension I <br />of the Douglas.Ave. suction line, known as Division B. The ~otal amount of the work is $95,527.~O <br /> <br />On motion ordered filed. <br /> <br />adopt ion: <br /> <br />6th - <br /> <br />The Manager presented the following resolution and recommended its <br /> <br />"WHEREAS, the City o f Portsmouth and the Virginia Electric <br />and Power ComPany are co-operating in an effort to conserve <br />tires and gasoline for the War effort, and <br />~HEREA~, the elimination o f a number of stops on the bus <br />lines will greatly assist in this conservation, <br />NO~, THEREFORE, Be it Resolved by the Council of the City <br />of Portsmouth, Virginia, that we do hereby concur in the <br />City l~uager's recommendation to limit the bus stops in the <br />City, and that the City E~ager be authorized and empowered <br />to designate for a sixty day trial oeriod, bus stops in the <br />City of Portsmouth.~ - <br /> <br />Notion of Mr. Fox to concur in the ~anager~s ~ecommendation, was adopted. <br /> <br /> <br />
