<br /> "Whereas, the Rev. T. A. Russell, Chairman. of the M~,rals Committee
<br />of the MiniSterial Union, in a recent report made certsin statements
<br />concerning the moral conditions in the Oity and is quoted in the lo-
<br />esl newspapers as saying: ~We a~e powerless to do s~ything except we
<br />apply for aid from the Federal G~vernment; and furthen, th~.local
<br />authorities are se ti~ up with local politicians, that nothing .cam
<br />be done or is done. Not until we get a law enforcing agency free
<br />from polities in this Oity c an we expect any action~
<br />
<br /> AND W~EREAS, the Council of the City of Portsmouth had previously
<br />instructed the City Manager to "clean up~ the alleged vice conditions
<br />of the Oity, and;
<br />
<br /> ~HEREAS, the City Nanager was already well advanced in the a sslgn.
<br />merit, as shown by the raids conducted las~ Saturday, resulting, in ove~
<br />onehund~red arrests, notwithsta~ding the fact ~he statements made at
<br />the meeting of the Ministerial Un£eninterfered with the complete exe-
<br />cution of the well-lald-plans of the City Manager.
