<br /> causing to be arrested those connected with these illegal oper-
<br /> ations, and
<br /> WHEREAS, theOity Council of Portsmouth, with-the unqualified
<br /> endorsement and approval of Rear Admiral Felix Gyg~, Comman-
<br /> dant of ~he Norfolk Navy Yard, has called upon Judge Lawrence
<br /> W I~Anson, Judge of the Cour~ of Hustings of theCity of Ports-
<br /> mouth, to cause a grand Jury to be convened for the purpose of
<br /> investigating the moral conditions of the City o fPortsmouth,
<br /> and that indictments be found in proper cases, and
<br /> WHEREAS, Mr. Arthur $. Owens, City Manager of Portsmouth, who
<br /> planned and conducted the raids on sources of vicious, immoPal
<br /> and criminal practices, and the members of theCity Co,mucil of
<br /> Portsmouth, are hereby highly commended in their determination
<br /> to see that all persons responsible for these deplorable con -
<br /> ditions be prosecuted to the fullest extent of the law, and
<br /> that the Rotary Club of Portsmouth, at its meeting held on this
<br /> the twelfth day of November,'~9~2,~ adopt this re~olution, and
<br /> cause copies of the se~e to be sen~ to the Cit~ Manager of
<br /> Portsmouth and the Commandant of the Norfolk Navy Yard.
