<br />The following letter was read and referred to the Ci~y Manager:
<br />
<br /> "The Quadrennial re-assessment of real estate for 1942 has been completed
<br />and report of same made to the Court (copy attached). Copies of the list of oroperty with the
<br />new assessment have been furnished to the proper City and Constitutional off~cers.
<br /> The~sesse~s feel it to be their duty to make the following recommenda-
<br /> tions:
<br /> The pla~es outlin~mg the property in the City were made during the assess~
<br />merit of 1930 and they have been used for that and each assessment since; they are badly wor~
<br />from repeated handling in automobiles. A new draft should be made including all the new sub-
<br />divisions and it should be kepis, up to date.
<br /> Some improvements should be made in our system of handling building per-
<br />mits. It is suggested that upon completion of improvements for which a permit has been grand, ted
<br />the owner be required to report and to certify to the actual cost. Such ordinance should pro
<br />vide a penalty for failure to so report, or for misrepresenzation.
<br /> It is recommended that the effort on the part of the City during the last
<br />session of the Legislature to establish for Portsmouth the modern continuous assessment plan,
<br />be followed up to accomplishment as early as possible. This plan is in use in many cities to
<br />the mutual advantage of the cities and the property owners.
<br /> The Assessors feel that M~s Robinson's compensation has not been commen-
<br />surate with the services performed by her. She carried on the ~ork unaided through all the
<br />months the field work progressed and until a few weeks ago when the transcribing started. This
<br />was Miss Robinson's idea end it worked smoothly. A comoarison of theaost of clerics& assis
<br />tsnce this year with that of 1934 ~nd 193~ will show a s~ostsntial saving for which she is due
<br />the credit and she should be suitably rewarded.
<br /> In presenting this final report, the m%dersigned assessors offer ar~ fur-
<br />thor services or information gained while engaged £n the work or in any way connected with the
<br />assessment. It is also ~uderstood that in the even~ of contests they will applier ss witnesses
<br />with no further cost to the City.

<br /> "Because of the national em~ergency,m~uy o romtuent oe ople are visiting
<br />Portsmouth and s~aying at the Hotel ~onroe, which is the largest hotel in the City.
<br /> During the past few months, a very unpleasant situation has arisen, re-
<br />garding the parking of visitor'~ cars. The guest leaves his cam to register at the hotel,and,
<br />after being welcomed by the msnagement~ returns to his cs~ for his luggage, only to find that
<br />in the short space of time which has elapsed, he has received ~ ticket.
<br /> The other day a orominent minister from North Carolina received a ticket
<br />for this very reason. A visiting Colonel from Camo Davis was placed in Just such ~u embarras-
<br />sing position, wkich was only relieved because of the intervention of the hotel manager, %~ho
<br />
