<br /> The Director of Public Utilities has recommended
<br />proceeding with the design of these facilities'and has
<br />requested the appropriation of $750,000 for these services.
<br />The entire $750,000 will be provided by the City of
<br />Chesapeake. A second appropriation will be required later
<br />this year to award the construction contract. Again,.
<br />Chesapeake will provide the funding source.
<br />
<br /> I, therefore, recommend your approval of an
<br />appropriation of $750,000 and authorization to execute a
<br />contract with Wiley & Wilson for these services based upon
<br />Chesapeake's payment."

<br />96-246 - Letter from the City Manager recommending adoption
<br />of a motion to transfer $144,804 from the Grants Contingency
<br />Account for the COPS MORE Program.
<br />
<br /> "The United States Department of Justice has awarded the
<br />City of Portsmouth $108,603 through the COPS MORE program to
<br />subsidize the hiring of civilian personnel who will replace
<br />sworn officers currently in administrative positions. The
<br />officers must then be assigned to street duties related to
<br />Community Policing. The federal award amounts to 75% of the
<br />total project cost. The local share is 25% or $36,201, for a
<br />total of $144,804 for the first year of operations.
<br />
<br /> This program Ks renewable for up to three years, with
<br />the federal share decreasing by 25% each year, leading to
<br />full absorption by the Ci=y during the fourth year. Given
<br />the current salary structure, this award will allow a maximum
<br />of 5 officers to be redeployed. The target positions and job
<br />descriptions are being evaluated by Chief Dennis-A. Mook in
<br />conjunction with City Personnel.

<br /> As public safety is a priority area for the City
<br />Council, I recommend the transfer of $144,804 from the Grants
<br />Contingency Account for this COPS MORE program."

<br />of a motion to exceed the 25% allowable limit on change
<br />orders pertaining to the new Churchland Fire Station.
