July 9, 1996 <br /> <br />96-244 - Letter from the City-Manager recommending adoption <br />of a motion to transfer $16,400 from the Grants Contingency <br />Account to purchase equipment for the Portsmouth Criminal <br />Corrections Program. <br /> <br /> "The Virginia Department of Criminal Justice Services <br />has awarded the City of Portsmouth an additional $16,400 to <br />supplement the Portsmouth Community Corrections Program <br />(formerly C.D.I.) for FY 1996. This additional funding award <br />is to allow for the purchase of computers, a network server, <br />and a printer. This program is fully funded by.the State and <br />requires no local match. <br /> <br /> The program is designed to provide investigation£ <br />supervision, and rehabilitation services to misdemeanant and <br />non-violent offenders. The concept is to utilize punitive <br />intermediate sanctions to deal with local responsible <br />offenders. This allows them to remain in the community in <br />lieu of jail time. These individuals are carefully monitored <br />for adherence to program rules. <br /> <br /> I recommend approval of this request and the transfer of <br />$16,400 from the Grants Contingency Account to support the <br />purchase of computers and equipment for this program." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to <br />transfer $16,400 to purchase equipment for the Portsmouth <br />Criminal Corrections Program, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Clemons~ Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-245 Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $750,000 for the design, <br />construction administration, inspection, and construction of <br />a new raw water intake pumping station and pipeline on <br />Portsmouth s Lake Meade, and a motion to award the contract <br />to Wiley and Wilson. <br /> <br />A. Ordinance to appropriate $750,000. Chesapeake will pay <br />for the design, construction administration, ~nspection and <br />construction of a new raw water intake, pumping station and <br />pipeline on Portsmouth's Lake Meade. Portsmouth will <br />construct and own this facility which will make an additional <br />2 mgd (million gallons per day) of water available to <br />Chesapeake. <br /> <br /> B. Motion to award the contract to Wiley and Wilson. <br /> <br /> "The recent sanendment to the water sales contract <br />between Portsmouth and Chesapeake provides that Chesapeake <br />will pay for the design, construction administration, <br />inspection and construction of a new raw water intake, <br />p%unping station and pipeline on Portsmouth's Lake Meade. <br />Portsmouth will own and maintain these facilities which will <br />make an additional 2 mgd (million gallons per day) of water <br />available to Chesapeake. <br /> <br /> Using Portsmouth's procurement procedure, with <br />Chesapeake's participation, the Lynch_burg, Virginia, firm of <br />Wiley & Wilson has been selected to provide engineering and <br />design services for the new facilities. <br /> <br /> <br />
