503 <br /> July 9, i996 <br /> <br />96-242 - Letter from the City Manager recommending adoption <br />of a mOtion to transfer $98,692. frOm the Grants Contingency <br />Account for the Victim,Witness Program. <br /> <br /> "The Commonwealth's Attorney's Office has applied for <br />continued funding of the Victim-Witness Program Grant from <br />the United States Department of Criminal Justice Services. <br />This grant has been approved in the amount of $88,823 in <br />general funds and $9,869 in local cash match for a total <br />award of $98,692. This match which is 10% of the total grant <br />has been included in the General Fund Budget for FY97. <br /> <br /> This program has been in existence since 1976 and <br />provides crucial services needed by citizens in Portsmouth <br />when they become victimized by crime. The program goals for <br />FY 1996/97 include: <br /> <br />1. Providing direct service to over 502 victims, <br /> <br />2. Assisting 106 victims in filing for crime <br />compensation resulting in over $117,928 an awards, and <br /> <br /> 3. Having contact with over 4,000 victims and witnesses <br />to crime. <br /> <br /> I, therefore, recommend the transfer of $98,692 from the <br />Grants Contingency Account to fund this program." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. <br />transfer $98,692 for the Victim-Witness Program, <br />adopted by the following vote: <br /> <br />Clemons, to <br />and was <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-243 Letter from the City Manager recommending adoption <br />of a motion to transfer $142,481 from the Grants Contingency <br />Account to support the Portsmouth Criminal Corrections <br />Program (formerly C.D.I.). <br /> <br /> "The Virginia Department of Criminal Justice Services <br />has awarded our City $142,481 to continue the Portsmouth <br />Criminal Corrections Program {formerly C.D.I.) for FY 97. <br />The program is fully funded by the State and requires no <br />local match. <br /> <br /> The program is designed to provide anvestigation, <br />supervision, and rehabilitation servmces to misdemeanant and <br />non-violent offenders. The concept is to utilaze punitive, <br />intermediate sanctions to deal with local responsible <br />offenders. This allows them to remain in the community in <br />lieu of jail tame. These individuals are carefully monitored <br />for adherence to program rules. <br /> <br /> I recommend the transfer of $142,481 from the Grants <br />Contingency Account to support this progrsan." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />transfer $142,481 to support the Portsmouth Criminal <br />Corrections Program formerly C.D.I.), and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Clemone, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
