July 9, 1996 <br /> <br /> At a Regular Meeting of the City Council held on <br />Tuesday, July 9, 1996, there were present: <br /> <br /> Mayor Ja~es W. Holley III, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, Ronald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Robinett, and seconded by Mr. Pitts, to <br />approve the minutes of a Called Meeting on June 25, 1996; a <br />Regular Meeting on June 25, 1996; a Called Meeting on July 1, <br />1996; and was adopted by unanimous vote. <br /> <br />96-239 Presentation of special pins to newly appointed <br />Boards and Commissions members. <br /> <br />96-240 Non-Agenda Speakers <br /> <br />1. Karen Jordan, 107 Elmhurst Court, spoke on people living <br />behind the Food Lion near her residence. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to <br />have the management staff to investigate and report the <br />status of the situation to the Council within the next two <br />weeks, and was adopted by unanimous vote. <br /> <br />2. Helen Person, 1314 Green Street, spoke on the relocation <br />of Washington Park residents. <br /> <br />3. Minister Rafiq Zaidi, 506 Dinwiddie Street, spoke on <br />having a new attitude and dialogue with City officials. <br /> <br />CITY MANAGER'S REPORT <br /> <br />96-241 - Letter from the City Manager recommending adoption <br />of a motion to transfer $115,855 from the Grants Contingency <br />Account for the Intensified Drug Enforcement Assistance <br />(IDEA) grant. <br /> <br /> "The United States Department of Criminal Justice <br />Services (DCJS) has approved an application ~ubmitted by the <br />Commonwealth's Attorney's Office for an Intensified Drug <br />Enforcement Assistance (IDEA} grant in the amount of $115,855 <br />to the City of Portsmouth. <br /> <br /> This grant award will allow for the hiring of a <br />full-time prosecutor, a police officer, and a secretary for <br />drug cases with a priority in the seizure and forfeiture of <br />drug assets. Funding includes $86,891 from DCJS and $28,964 <br />as a local match. <br /> <br /> i, therefore, recommend the transfer of total of <br />$115,855 from the Grants Contingency ACcount to fund this <br />program." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, <br />transfer $115,855 for the Intensified Drug Enforcement <br />Assistance (IDEA) grant, and was adopted by the following <br />vote: <br /> <br />to <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
