<br />mouth tonight, i feel sure Nr. Howard will read the wire later.~

<br /> "2his will acknowledge receipt of formal resolution adopted by your City
<br />Council on September 14th, 1943. T~e resolution raises objections to th~ proposals embodied
<br />by my recent letter to you and requests blanket authority for the City Council to develop and
<br />rearrange bus routes at its own discretion.
<br /> I am sure you appreciate fully that the granting of such blanket aut~ority
<br />could not be Jus~tified i n view of the responsibilities delegated to this Office. ~re zre res -
<br />ponsible for the maximum efficiency in the utilization of all transportation equipment, and
<br />quite naturally, this calls for a-very close control over any buses~ particularly over the
<br />institution of new ~ud additional service.
<br /> Was very much disappointed that no.counter-proposals were made by the Coun-
<br />cil. .This Office would welcome any suggestions for~changee or modi£ications for our consider-
<br />ation, and it is mM~ request that~you convey this idea to the Oouncil.
<br /> The objections raised in the resolution Will be given full consideration
<br />mediately and on his next visit to Portsmouth, Mr. Reifsc~eider will be very glad to discuss
<br />them fully with you."

<br /> "This is in further reference to a resolution of the City 0ouncil of Ports-
<br />mouth of September l~th, 1943.
<br /> The stops at which passengers customarily board and alight to and from
<br />the three hospitals mentionGd in the resolution have been verified. No delay can be seen for
<br />~uy hospital, except the Parrish Memorial Hospital. In all cases the new route brings the
<br />passengers to exactly the ss~e points where they are now being brought, except that the Par -
<br />fish Memorial Hospital passengers from High St. would be obliged to ride around the loop to
<br />reach the hospital. Thei~ trip in the reverse direction would be very short.
<br /> The distance around the loop i~ but 2.68 miles and should not require over
<br />fifteen minutes traveling.time for ~ complete round trip. For sick or invalided persons, ten
<br />minutes extra traveling time should m~ke no difference. Normal persons would have a choice of
<br />spending this time riding the bus or walking an additional distance of 1,CO0 feet from High
<br />St. ~o the bus stop ~t North St. The entire area within ~he loop is considered to be ~thin
<br />reasonable walking distance and the operation of a bus service i n Park View-can not be consi-
<br />dered in any other light ~han t~hat of a convenience service,
<br /> ' Nevertheless, this Office will.wel0ome any alternate proposal which your
<br />Council cares to make.~

<br />~BE IT RESOLVED By the 0ouncil of the City of Portsmouth,
<br />Virginia, that the City Manager be and he is hereby au-
<br />thorized ~o purchase bonds of the United States of America
<br />in a sum not exceeding $200~O00.O0, which will mature within
<br />three years or less, to be ~aid out of the General Fund of
<br />the City, and an e~propriation .of $5OO,000.OO is hereby made
<br />for that purpose."
