Obviously, the Co~ucil has appropriated all necessary funds requestedby the ~.na- <br />get as administrator has complied-with all necessary requests made by the State~Board of Cot - <br />rections, the Sergeant of the City of Portsmouth, the Jail Commission appointed by the Judge <br />and as far as the City's responsibility is concerned, it is the Manager's belief that this <br />report proves we have carried out our responsibility."~ <br /> <br />Resolution - <br /> <br />"BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that after careful consideration of the report of the City Manager <br />on the City Jail and all the communications and other exhibits filed <br />with the report, and after observing from the report of Mr. W.S.Brent, <br />the State S~nervisor of Jails, that a number of the complaints now <br />made concerning the jail are due to crowded conditions caused by the <br />Norfolk County prisoners, and this. Council having been advised that <br />it has no legal right to expend the money of the City except to pro <br />vide a Jail and keep it in good order for the needs of the City, the <br />0ouncil is of the opinion that it is inadvisable to enter into the <br />contract with the County of Norfolk which has been proposed by Major <br />R.
