527 <br /> August 13. 1996 <br /> <br /> It was mutualy agreed that the Qffice of the Commonwealth's Attorney could <br /> be relocated with the. east disruption t° the judicial process. Adequate space has <br /> been identified in the First Union Bank Building at 430 Crawford Street. The cost for <br /> the relocation is estimated to be $147,000 to include rent for ten (10) months at <br /> $10,220 per month, installation of communications equipment, computer equipment, <br /> _ parking and moving expenses. <br /> <br /> b) Ambulance and Rescue Service: An evaluation of the service delivery for <br />.... the first six months of operation of the 911 ambulance service by the Department of <br /> ~ Ambulance and Rescue has shown that our ambulances have responded to a <br /> ~ total of 5,381 EMS calls and transported 4,062 patients. This is the busiest call level <br />· per unit in the Tidewater area. In order to continue to respond quickly and effectively <br /> to the increasing demands for services, the Fire Chief is requesting that we make the <br /> following adjustments: <br /> <br /> * Increase the unit hours on the third ambulance from 12 hours per day to 16 <br />hours per day. <br /> <br />* Upgrade one full-time paramedic position to that of an EMS Supervisor. <br /> <br /> These adj.ustments will require an additional $23,000 and will provide for <br />more rapid and efficient emergency medical services within the city. <br /> <br /> c) The Department of Environmental Services: The Director of <br />Environmental Services has substantiated the need for two additional combination <br />inspectors for the Building Inspections Division due to the increase in the volume of <br />development in the City. This increase in activity is attributable to major projects such <br />as Admirals Landing, I. C. Norcom High School, River Point, Bishops Green, <br />Regional Jail, etc. Even though the department has undertaken initiatives to make <br />the most effective use of field time, the department is not able to provide inspections <br />as timely as most contractors and developers schedules require. <br /> <br /> The costs of payroll and benefits for two inspectors for the balance of FY 96- <br />97 is $55,000. This will allow the department to improve response time to the public <br />and maintain the high level of quality inspections. <br /> <br /> I, therefore, recommend that you approve the motion to transfer $225,000 <br />from the General Fund Emergency Contingency to provide increased capacity and <br />responsiveness to our citizens." <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to transfer $147,000 for the <br />relocation of the ,Commonwealth's Attorney Office, and was adopted by the following <br />vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to transfer $23,000 for <br />emergency medical services, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />1.
