528 <br /> <br />August13.1996 <br /> <br />96-280 - Letter from the City Manager recommending adoption of a motion to <br />award a construction contract to Hi and Sons, Inc. for sidewalk improvements on <br />High Street between Halifax Avenue and Douglas Avenue. <br /> <br /> "Community Development Block Grant funds are available for <br />improvements along the High Street corridor which is a part of the Vision 2005 <br />Plan. A project for sidewalk improvements along High Street, in the Midtown <br />area, was developed through the Midtown Committee. Bids were received for <br />this project on July 8, 1996 and bid results are as follows: <br /> <br />Construction Contract (Hi and Sons, Inc.) $ 87,855 <br />Contract Administration and Inspection $ 5,700 <br />Contingencies $ 7,500 <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$101 055 <br /> <br /> The Director of Public Works recommends award of the construction <br />contract to the Iow bidder, Hi and Sons, Inc. Community Development Block <br />Grant Funds have previously been appropriated for this work. <br /> <br /> I concur with the Director of Public Works and recommend your approval <br />of this item." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr: Benn, to award a construction <br />contract to Hi and Sons, Inc. for sidewalk improvements, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holiey <br />Nays: None <br /> <br />96-281, Letter from the City Manager recommending adoption of a motion to <br />transfer $21,904 from the Grants Contingency Account to fund the second year <br />of operations of the Police Department's Crime Analysis Grant. <br /> <br /> "The Department of Criminal Justice Services (DCJS) has awarded the <br />City of Portsmouth $21,904 in order for the Police Department to fund the <br />second year of operations of the department's Crime Analysis Grant. This <br />program is designed to improve the automation capabilities of the unit and to <br />provide additional part-time data entry personnel. DCJS will cover 75% of the <br />cost ($16,428). The local match covers the remaining 25% ($5,476). <br /> <br /> The cUrrent grant has been instrumental in allowing the Police <br />Department to improve the tracking of convicted felons who are released on <br />parole and the analysis of criminal offense data. Given the success associated <br />with this project, I recommend the acceptance of this grant, and a motion to <br />transfer $21,904 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to tranSfer $21,904 to <br />fund the s&cond Year of operations of the Police Department's Crime Analysis <br />Grant, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, HOlley <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />96-282 - Mr. Clemons offered the following nominations to Boards and <br />Commissions: <br /> <br /> <br />
