526 <br /> August13.1996 <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A <br />PARCEL OF PROPERTY ON PALMER STREET TO PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey to Portsmouth <br />Redevelopment and Housing Authority, under such terms and conditions as he <br />shall deem to be in the best interest of the City, a parcel of property on Palmer <br />Street to be described as, <br /> <br />"All that certain lot, piece or parcel of land, situate in the City of <br />Portsmouthl Virginia, and described as follows: Beginning at a <br />point on the north side of Palmer Street 230 feet west from the <br />northwest intersection of Palmer Street and Peach Street; thence <br />west along Palmer Street 30 feet; thence running north 44.4 feet; <br />thence in a northeasterly direction 31.9 feet; and thence southerly <br />66 feet to Palmer Street, the point of beginning." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-279 - Letter from the City Manager recommending adoption of a motion to <br />transfer $225,000 from the General Fund Emergency Contingency for the <br />following: <br /> <br /> A. Circuit Court Judges have indicated a need for additional office space. <br />They currently share office space with the Commonwealth's Attorney's Office: <br />Additional space has been identified in the First Union Bank Building located at <br />430 Crawford Street, for the Commonwealth's Attorney s Office. Total cost of <br />relocation is $147,000 which includes rent for FY97. <br /> <br /> B. Increased unit hours from 12 to 16 per day on the third ambulance, <br />and reclassification of one full-time paramedic position to that of a Medic <br />Supervisor will provide for more rapid and efficient emergency medical services <br />within the City. A transfer of $23,000 is requested. <br /> <br /> C. Two additional inspectors are needed in Building Inspections in order <br />to address the increased volume of building and development activity. A transfer <br />of $55,000 is requested. <br /> <br /> "To provide the most efficient level of service and responsiveness to <br />citizens, it is necessary to allocate additional appropriations in the areas of public <br />safety and enforcement. Specifically, the departments that require this funding <br />are the Commonwealth's Attorney's Office, Ambulance and Rescue, and <br />Environmental Services. <br /> <br /> a) Commonwealth's Attorney's Office: The Circuit Court Judges have <br />indicated a need for additional space in the Circuit Court Building. Operational <br />changes due to new legislation have added additional positions straining the <br />capacity of the Circuit Court complex. Several years ago, the second floor of the <br />Circuit Building was renovated to house an additional judge, secretary and <br />docket clerk. In the last two years, the Office of the Commonwealth's Attorney <br />has had a staff increase of seven positions. In addition, the office obtained two <br />grant positions. This rapid growth has resulted in a tremendous amount of <br />overcrowding in the Circuit Court complex which houses the Circuit Court <br />Judges, the Circuit Court Administrative offices, and the Office of the <br />Commonwealth's Attorney. <br /> <br /> <br />
