August 13. 1996 "On April 9, 1996, City council approved a City/State Agreement w~th the Virginia Department of Transportation (VDOT) for improvements to West Norfolk Road. The agreement was approved with the understanding that we would only proceed with a preliminary design sufficient to gain public comment prior to continuing with the project. In order to prepare these plans, your approval is requested to award a contract in the amount of $36,400 to the firm of Horton and Dodd, P.C: (the firm selected through the public procurement process). The total cost for the design work is as follows: Horton and Dodd, P.C. $36,400 Aerial Mapping $ 2,500 TOTAL APPROPRIATION REQUIRED $38,900 I concur with the recommendation of the Director of Public Works to appropriate $38,900 from the Capital Improvements Fund for design work for improvements to West Norfolk Road, and award of a contract to Horton and Dodd, P.C. Ninety-eight percent (98%) of these costs will be reimbursed by VDOT when the project moves forward. With your approval of this item, the remaining balance of bonds authorized, but not yet appropriated, will be $4,397,283." Motion by Mr. Robinett, and seconded by Mr. Clemons, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $38,900 FROM THE CAPITAL IMPROVEMENTS FUND FOR A PRELIMINARY DESIGN FOR IMPROVEMENTS TO WEST NORFOLK ROAD." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None Motion by Mr. Clemons, and seconded by Mr. Martin, to award a design contract to Horton and Dodd for the design work for improvements to West Norfolk Road, and was adopted by the following vote: Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 96-278 - Letter from the City Manager recommending adoption of a resolution authorizing the City Manager to convey a parcel of property on Palmer Street (Brighton area) to the Portsmouth Redevelopment and Housing Authority for sale to a private citizen. "We have received a request from a private citizen to purchase a parcel of City-owned land in the Brighton section of the City. The lot is located in block 19 of Palmer Street. This small lot is 30' by 59' or approximately 1,700 square feet, and it is assessed at $1,440. This parcel is not large enough to be developed and will be combined with 'adjacent property to allow the citizen to build a home on the site. PRHA will maintain the right to review plans and to approve any structure that is built on the properties. The transfer and sale of this property would place it back on the tax rolls. Accordingly, I recommend that City Council adopt a resolution authorizing conveyance of the property to the Portsmouth Redevelopment and Housing Authority (PRHA) for subsequent sale." Motion by Mr. Clemons, and seconded by Mr. Robinett, to adopt the following resolution, and was adopted by the following vote:
