August 13. 1996 <br /> <br /> "On April 9, 1996, City council approved a City/State Agreement w~th the <br />Virginia Department of Transportation (VDOT) for improvements to West Norfolk <br />Road. The agreement was approved with the understanding that we would only <br />proceed with a preliminary design sufficient to gain public comment prior to <br />continuing with the project. In order to prepare these plans, your approval is <br />requested to award a contract in the amount of $36,400 to the firm of Horton and <br />Dodd, P.C: (the firm selected through the public procurement process). The total cost <br />for the design work is as follows: <br /> <br />Horton and Dodd, P.C. $36,400 <br />Aerial Mapping $ 2,500 <br />TOTAL APPROPRIATION REQUIRED $38,900 <br /> <br /> I concur with the recommendation of the Director of Public Works to <br />appropriate $38,900 from the Capital Improvements Fund for design work for <br />improvements to West Norfolk Road, and award of a contract to Horton and Dodd, <br />P.C. Ninety-eight percent (98%) of these costs will be reimbursed by VDOT when <br />the project moves forward. With your approval of this item, the remaining balance of <br />bonds authorized, but not yet appropriated, will be $4,397,283." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $38,900 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR A PRELIMINARY DESIGN FOR IMPROVEMENTS <br />TO WEST NORFOLK ROAD." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to award a design <br />contract to Horton and Dodd for the design work for improvements to West Norfolk <br />Road, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-278 - Letter from the City Manager recommending adoption of a resolution <br />authorizing the City Manager to convey a parcel of property on Palmer Street <br />(Brighton area) to the Portsmouth Redevelopment and Housing Authority for sale to <br />a private citizen. <br /> <br /> "We have received a request from a private citizen to purchase a parcel of <br />City-owned land in the Brighton section of the City. The lot is located in block 19 of <br />Palmer Street. This small lot is 30' by 59' or approximately 1,700 square feet, and it <br />is assessed at $1,440. <br /> <br /> This parcel is not large enough to be developed and will be combined with <br />'adjacent property to allow the citizen to build a home on the site. PRHA will maintain <br /> the right to review plans and to approve any structure that is built on the properties. <br /> The transfer and sale of this property would place it back on the tax rolls. <br /> <br /> Accordingly, I recommend that City Council adopt a resolution authorizing <br />conveyance of the property to the Portsmouth Redevelopment and Housing Authority <br />(PRHA) for subsequent sale." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
