<br /> 5th - "Mr. Henry Lisk, District Representative of the U.S.O., has pro-
<br />posed that the City turn over the City Market (upstairs) to their organization for the use of
<br />members of the armed force of our country.
<br /> They ask that we furnish heat, light and water and the use of the
<br />market for the duration o f the war and six months thereafter. The U.S.O. will expend approxi-
<br />mately $15,000-O0 to install new kitchen facilities, a snack bar, renovation of cloak rooms,
<br />installation of showers, new toilets and other incidental improvements, subject %o the Oity's
<br />approval.
<br /> All improvements will remain within the City and the U.S.O. will
<br />leave any and all renovations and other alterations as a permanent improvement to the market.
<br /> I am recommending that the Manager be authorized to enter into an
<br />agreement with the U.S.O. subject to the Council's approval when the contract has been drawn."

<br /> "As per your instructions, Mr. D.L. Snyder appeared before the
<br />Examihing Board on August 4th, t9~%, regarding his application for retirement.
<br /> The Board finds that while Mr~ Snyder can perform some duties,
<br />that his efficiency has been affected due to his disabilities, and to continue active work
<br />would endanger the sight that he now has in the one eye that has vision.
<br /> Although Mr. Snyder ie only sixty-two years of age, in view of ~he
<br />above, also the statements of his personal phy~lolan and the City.Physician (copies attached)
<br />a~d his long and faithful service to the Oity ~copy also attached) the Board recommends that
<br />you give favorable consideration to his application.

<br />sPal Works Agency, requested the City to give him a letter stating the City's willingness ~o
<br />participate in an agreement with the Federal Works Agency that would change the status of the
<br />present tentative agreement.
<br /> At a conference with the City Engineer and City Attorney, it was
<br />brought out thatShe Federal ~orks Agency intended to conet~ct and maintain the sewer line on
<br />the Portsmomth a~d Norfolk County side for the duration of the ~ar. After hostilities, the
<br />City ~outd then construc~ its own plant and take over the lines.
<br /> It is believed that this will save the 0ity approximately
<br />$150,OO0.00 addition and since we have tentatively agreed to this, we wo-'~ld like your confirms
