<br />Minutes of regular meeting held on July ~Sth were read and approved.

<br />The following communications from the City Manager were read:

<br /> let "I am in receipt of a report from Mr. L. McCarthy Downs, Auditor of
<br />Commonwealth of Virginia, with report on the accounts and records of Kenneth
<br />
<br />The following quotation is made from a portion of the audit reports:
<br />
<br />'The examination disclosed that the clerk had made
<br />full accounting for all funds of ~ecord coming in~o
<br />his custody. He is to be commended for the excellent
<br />manner in which his records had been prepared'."

<br />On motion ordered filed.
<br />
<br /> 2nd - "The Federal Government has agreed to construct two comfort stations
<br />in the City, orovided we fur~ish the land. They will be under our Jurisdiction and o~ership
<br />and, in my Judgment, if t~aeyprove costly a~ ~ later date, they can be removed.
<br /> I recommend the adoption of the following resolution:
<br />
<br /> ~h~HEREAS, the United States Government, through
<br />its agent, th~ Federal Works Agency, has offered the City
<br />of Portsmouth two comfort stations, one white and one col-
<br />ore~, and
<br /> WHEREAS, the Federal Government has agreed to con -
<br />struot these projects at no cost to the City, provided t~he
<br />City ~ill furnish the laud and retain ownership to stations,
<br /> THEREFORE, Be it Resolved by the Council of the City
<br />of Portsmouth, that the Manager and other officers of the
<br />City be authorized and are directed to request an allotment
<br />from the Federal Government ~for the construction of ~hese
<br />comfort stations.'"

<br /> On motion of Mr. Hall, said resolution was adopted.
<br />
<br /> 3rd - "In furtherance of a conference with C~L. Vickers, Regional Direc-
<br />tot, Federal Works Agency, on SatUrday, August 5th~ the Federal Works A~ency has signified its
<br />intention to construct in t~e City of Portsmouth two recreational center~ - one whit~ and one
<br />colored, under ProJec~ VA 4~3Y$ and 375. I 'recommend the adoption of the~following resolu -
<br />rich:
<br /> "WHEREAS, th~ Federal Government is willing to
<br /> construct these recreational centers a~ no cost to the
<br /> City, provided we furnish the land and take over the
<br /> operation of same, and
<br /> WHEREAS, this is for ~he goo~ of the people and
<br /> ~he need has been e~abll~he~i,
<br /> THEREFORE, BE ~T RESOLVED by the Council of the
<br /> 'City of Portsmouth, that the City Manager and other
<br /> officers of the ~Ity be aut~horized and are directed
<br /> to request an allotment fromthe necessary money and
<br /> to find a suitable place for the construction of
<br /> these buildings.'"
<br />
<br /> On motion of Mr. ~ox, said resolution was adopted~
<br />
<br /> 4th - "At a conference~wlth C~L. Vickers, Regional Director, Federal
<br /> Works Agency, and members of his staff, on August 5th, the Federal Government agreed to con-
<br /> struct the water line between the two lakes at a cost of approximately $156,0OO.OO if the City
<br /> would agree to put ~o thirty per cent of the oo~t. They further agreed that the tank at Grad-
<br /> ock would be constructed by the Federal Government on the same basis at a later date.
<br /> Mr. Vickers also agreed that in the event the central office
<br /> would ag~ree on the distribution lines, any lines pertinent to the ~ar effort would be con -
<br /> strutted ena similar basis° Please adopt the following reeolution:

<br /> ~WHEREA~, theUnited ~tates Government,through
<br />its. agent, the Federal Works A~ency, Under Project
<br />VA ~-396, has signified its willingness to defray
<br />seventy per cent of the cost of this project by allot-
<br />ment and the City' to appropriate thirty per cent, and
<br /> ~EREAS, they have expressed willingness to be-
<br />gi~ with the line between the two lakes, and
<br /> WHEREA~, C.L. Vickers, l~egional Director, ~ederal
<br />Works Agency, has signified further that the tank at
<br />Cradock and the distribution linee would both be fi -
<br />nanoed on the same basis if the central office approves
<br />them,~ ~
<br /> THEI~EFORE, Be it Resolved by the Council of.the
<br />City of Portsmouth,~ that since this is for the good of
<br />
