August <br /> <br />22nd, 1945. <br /> <br /> It should be~noted that the charge of $102,955.48 was not completely <br />billed and delivered until after July 15th, which accounts for considerable of the arrearage <br />ShOWn.~' <br /> <br />Motio~ of-Mr. Hutchins to refer to the !945Budget, was adopted. <br /> <br /> 5th - "You referred t~ me. the .Opto~ist Club's letter requesting the City's <br />endorsation and assistance toward their p~an To raise $15,000.00 for a Recreation Center for <br />boys, <br /> It is my recommendation that the Council endorse fully their plan to <br />raise this money for the construction of the building. The City is unable to furnish money to <br />any club or individual; therefore, I can not recommend the expenditure of $3,000.00 for equip- <br />ment unless-the City owns the property." <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's recommendation,was adopted. <br /> <br /> 6th - "I am in receipt of a request from Chief of Police J.M. Broughton for <br />retirement and in furtherance of his reouest, I had the Pension Board tb examine Chic* Brough <br />ton. ~ - - <br /> Mr. Broughton has been a City employee for nearly forty years. <br /> Pursuant to recommendations of the Pension Board, I am ~ecommending <br />that Chief Broughton be retired at one-half of his present salary, effective September !st.~ <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's recommenda~ on and to ap <br />point a committee to present a resolution on the retirement of Chie* of Police' Broughton, was <br />adopted. - <br /> The Chair ~opointed the following committee: Messrs. K. Waitt of the Seaboard Air Line Railway is offering to the <br />City the proper~y running from the west boundary near the Harborview Apartments to a line east <br />paralleling a Point approximately one hundred feet west of Middle St., thence to Crawford, the <br />area between ~iddle and Crawford Sts., prior to their selling to other bidders. <br /> Er.~Waitt advises the Seaboard does not wish to sell this land to <br />any other person or corporation until he has first offered it to the City of Portsmouth. <br /> It seems pertinent that we should discuss thA s in ooen meeting in <br />order that, if possible, the City could consider securing valuable waterfront p~operty." <br /> <br /> 10th - "The Seaboard Air Line Pm~ilway has proposed the moving of one line <br />of tracks on Crawford St., from South zo North St., and I am requesting that the Mayor appoint <br />a committee to investigate the feasibility of their plan and re~ort back at the nex~ meeting of <br />the Council for distribution." <br /> <br />Notion o f Er.
