<br /> The adootion Of the foregoing program should constitute an adequate safe-
<br />guard against the dangers of ~ncontrolled development. While by no means a como!ate ola~uing
<br />study, it would answer your immediate purpose and lend itself to refinement as the Ci%y under-
<br />takes more detailed planning in the future, including quite oossibly the development of a com-
<br />plete master plan for the location of future public works an~ properties and special studies
<br />reMarding traffic, health, welfare, police, fire, recreation smd other municioal activities.

<br /> ~ethod of ~ork
<br />
<br /> As you know, Public A~ministration Service has been established by orge~ui
<br />zations of public officials and oublic bodies ~nd works only for governments. Its objective,
<br />accordingly, is to work closely with and through responsible officials. It takes the View that
<br />it is assisting officials and, in carrying out its pro,ram, that members of Public Administra-
<br />tion Service consider themselves temporarily a part of the local service mud will work closely
<br />with you and such officials as you may designate. Local employees affected by the studies will
<br />be encouraged to participate in the work as much as possible in order that they may become fa-
<br />miliar with the reasons underlying recommendations and with subsequent requirements.
<br />
<br />Cost of Wcrk
<br />
<br /> Public Administration Service provides technical assistance to govern -
<br />merits on a cos~ basis. The services described in connection with this proposal are estimated
<br />~o cost not over $12,000. and Public A~ministration Service proposes to furnish these services
<br />within tb~s maximdm figure. However, the City would be billed only the cost of m~king the nec-
<br />essary staff available for the time required, paYment would be made monthly end within 30 days
<br />after s~omission of invoices by Public Administration Service, which se~ forth the number of
<br />days each staff member devoted to the work, the per 8Aem rates ~oplicable to each staff member
<br />and the actual transportation costs incurred. This estimate of cost covers all of our c~hargee,
<br />including organizational e~oense~ personal service costs, ~bsistence of staff, and travel of
<br />staff both to and from Portsmouth and on its work within the cit~
<br />this study, such as miscellaneous supplies and particioation 6~
<br />on the project would be paid directly by the City and ~re outside t~ese~es%imat~s. -
<br />..... The above estimate of me~imum cost contemplates that the'City will ore -
<br />vzce su~tab±e offzce space, office equipment, telephone service and miscellaneous office sup -

<br />t~e ~raftsmen or engineering aides. Public A&ministration Service will orovide the ~woe~ -
<br />szonal staff require~, inclucing a project supervisor, his techaioal assi-stgnt~ and g~e -
<br />cial subject matteP consultants as may be necessary.
<br /> Assuming that auti~orization is received shortly, we would be able to be-
<br />gin work on the study within several weeks after receiving authorization ~o proceed. I would
<br />expect the project to take from six to eight months to complete, depending in part on the
<br />avail~oility of essential data and the extent of local staff particioation.
