secuent years.
Pu3olic Administration
tance with respect to the following:

Service is in a oo~ition to render technical

a. B~sic studies on a city-wide basis of existing land uses, existing
building heights, age of buildings, coverage of lots, land and build-
ing valuations, and Vacan~ land to indicate existing conditions, re-
cent trends or changes in use, values and general building design, par-
ticularly concerning the relationship of building areas to lot areas.

b. Basic studies on a city-wide basis of peculation characteristics in -
eluding analyses relating to existing densities, recent changes in
population density and distribution, and summarization of the age,
s~x 8nd race, pgmposition in~so far as they are related to the basic'
p±anning on ~n&cn appropriate zoning regulations are to be predicated.

c. Basic studies on a city-wide basis for the development of sketch master
plans reflecting in bro~d general terms desirable future development
and to provide the basis for determining a~oropriate zoning districts.

d. Preoara~ion of an appropriate zoning ordinance sad zoning map based on
~enerally accepted prineioles adanted to the Portsmouth situation as de-
'ermined by the fogegoin~ studies]

e. Assistance in the organization of an approoriate local zonin~ or zoning
and plan~uing agency and in the presentatioh and explanation of the zoning
ordinance and map.

The adootion Of the foregoing program should constitute an adequate safe-
guard against the dangers of ~ncontrolled development. While by no means a como!ate ola~uing
study, it would answer your immediate purpose and lend itself to refinement as the Ci%y under-
takes more detailed planning in the future, including quite oossibly the development of a com-
plete master plan for the location of future public works an~ properties and special studies
reMarding traffic, health, welfare, police, fire, recreation smd other municioal activities.

~ethod of ~ork

As you know, Public A~ministration Service has been established by orge~ui
zations of public officials and oublic bodies ~nd works only for governments. Its objective,
accordingly, is to work closely with and through responsible officials. It takes the View that
it is assisting officials and, in carrying out its pro, ram, that members of Public Administra-
tion Service consider themselves temporarily a part of the local service mud will work closely
with you and such officials as you may designate. Local employees affected by the studies will
be encouraged to participate in the work as much as possible in order that they may become fa-
miliar with the reasons underlying recommendations and with subsequent requirements.

Cost of Wcrk

Public Administration Service provides technical assistance to govern -
merits on a cos~ basis. The services described in connection with this proposal are estimated
~o cost not over $12,000. and Public A~ministration Service proposes to furnish these services
within tb~s maximdm figure. However, the City would be billed only the cost of m~king the nec-
essary staff available for the time required, paYment would be made monthly end within 30 days
after s~omission of invoices by Public Administration Service, which se~ forth the number of
days each staff member devoted to the work, the per 8Aem rates ~oplicable to each staff member
and the actual transportation costs incurred. This estimate of cost covers all of our c~hargee,
including organizational e~oense~ personal service costs, ~bsistence of staff, and travel of
staff both to and from Portsmouth and on its work within the cit~
this study, such as miscellaneous supplies and particioation 6~
on the project would be paid directly by the City and ~re outside t~ese~es%imat~s. -
..... The above estimate of me~imum cost contemplates that the'City will ore -
vzce su~tab±e offzce space, office equipment, telephone service and miscellaneous office sup -
lies. It also contemplates that the City will provide necessawv stenographic and ~w ~-
si$~a~ce and the services ~f at least one competent draftsman ~d a minimum of sev~o~r~-
t~e ~raftsmen or engineering aides. Public A&ministration Service will orovide the ~woe~ -
szonal staff require~, inclucing a project supervisor, his techaioal assi-stgnt~ and g~e -
cial subject matteP consultants as may be necessary.
Assuming that auti~orization is received shortly, we would be able to be-
gin work on the study within several weeks after receiving authorization ~o proceed. I would
expect the project to take from six to eight months to complete, depending in part on the
avail~oility of essential data and the extent of local staff particioation.

Yours very truly,

properties
ques~ that

H. G~ Pope, Executive Director."

On motion ordered filed.

The following communication from the City Collector was read:
"The City purchased in June, 1~43, from W.M.
