At the risk of making a seemingly simple undertaki~ <br />~opear unnecessarily complicated, it may be worthwhile t~ outline several basic facts which <br />may be expected to control a zoning program in Portsmouth or in an~ other city. Zoning, as a <br />regulatory activity, v~ll be aimed at controlling land use and general community d eve!opment <br />in Portsmouth: consequently, in order for a zoning ordinance to be u~efuI ~ud acceptable, it <br />should be carefully tailored ~o fit local requirements. Th~s requires certain basic research <br />relative to the existing situation ~th a view to determining what constitutes desirable cpm - <br />munity development for POrtsmouth. Carried to its ultimate logical conclusion, this mi2ht mean <br />the development of a master city plan as a preliminary to zoning; a~ a minimum it means the <br />development of general sketch plans in b road terms to provide a basis from w~ch zoning die- <br />tric~s can be developed. The following suggested program is outlined with the understanding <br />that your present objective is in the development of a zoning ordinance and map which incorpor- <br />ates basic dssir~2ole principles adapted in simple form to local conditions sad readily suscep- <br />tible to such cna~ges as may be found desirable as a result of more detailed planning in sub <br /> <br /> <br />
