<br />Ject~ VA 44-141, amended, it will ce necessary for us to either purchase land or secure easement
<br />rights.
<br /> You have previously appropriated $20,000.00 ~or preliminaries and I would
<br />appreciate your authority to have the City Attorney proceed to purchase the following lots,
<br />which is in accordance with the attached letter from the City Engineer.
<br /> It is expected that the total purchase involved will not exceed $~,000. OO,
<br />which can be paid from the previous appropriation."

<br /> Motion of Mr. Howard to 'concur in the M~nager's recommendation ~ud to place
<br />an appropriation of $~,OOO. 00 for said purpose, on its first reading, was adopted.

<br /> Motion of Mr. Wilson that a special meeting be called for Tuesday, January
<br />2nd, 1945 at ?:30 P.E. to consider the bids on the ~stadium was adopted.

<br /> Motion of Mr. Grimes that the City Attorney investigate paralleling the
<br />Alcoholic Beverage Control laws was~adopted.

<br /> The following letter from the City Collector was read:

<br /> "On Dectmber ltth, 1944, Mrs. 'Ernest L. Davis paid taxes amOunting to $98.2~
<br />on property i.n name of Ernes~ L. Davis, and others,~ located a~ 636 Summit Avenue. Mr. DaVis ~
<br />returned the receipt on'this prqper~y stating that nit w~fe made a mistake and should have pai~
<br />for property at 635 Highlan~ Ave. in name of Ernest L. D~vis. The property at 636 Summit Ave.~
<br />belongs to his nephew who has the same name.
<br /> Please authorize a refund ~o Ernest L. Davis of $98.20.

<br />Dear Sir:
<br /> In my reques~ placed before you on October 20th, 1944,
<br />I asked for increases for Deputy Sergeants J~M. Joyner and M.A. Owens,
<br />the amoun~ requested was on~ hundred eighty dollars ~$180.) each, makr~
<br />lng a total of two thousand eight hundred and ~eighty dollars ($2,880.)
<br />per 2ear. The salaries of the two men were ~ased on that of Captains
<br />of Police; this ~beoause of the extremely important work done for the
<br />Courts of recordLfor the City of Portsmouth, as well as other courts
<br />in the State of Virginia and elsewhere. I regard th2 work-of these
<br />two men as most imporna~ and i~ is very doubtful ~hat I could re -
<br />place them at this ti~e.
<br /> The several reasons for increase in their salary follow:
<br />A blanke~ increase of 5% has been given all city employees including
<br />the school teachers.
<br />A further reason is that the cost of living hae been
<br />steadil~ increa~ng and the indications are that it will continue to
<br />
