<br /> Portsmouth, Virginia, a Health Center, under Project Va 44-317,

<br /> the welfare of the people of the' Oity of ~Po.r. tsmou~th and has
<br /> met with the full approval off the Federal works agency,

<br /> City of Portsmouth accept the aforesaid Project as being corn -
<br /> pleted and extend to the Federal Works Agency our grateful

<br />provided in the budget for the necessary promotions.
<br /> It is my intention to leave one position~as Captain open for the pr~senl,
<br />until Chief Dunn has served one year as Police 0hief. It is also my intention to create a
<br />Traffic Bureau under the supervision ef one of the' Lieutenants in the Police Department and to
<br />designate a separate place for ~he paymen~ of traffic violation fines, allowing our citizens t¢
<br />pay.~hese penattieain a more suitable and accessible environment.

<br />has offered the following proposition to the City;~

<br /> .'That it as Executor of Francis Richardson, will offer
<br /> the property for sale at public auction to t hehlghest
<br /> bidder, if the City will agree to mal~e a bid on
<br /> separate p&r~els up to the amount o f ts~es due on the
<br /> property. If any one bids higher than the City, the
<br /> taxes-will be paid; otherwise, ~he property will be
<br /> transferred to ~he City. This will save the expense of
<br /> a suit and I understand tha~ there are no funds in the
<br /> hands of the Executor with which to pay the taxes. I am
<br /> told tha~ the creditors of the esZate will lose about
<br /> $6,000.00.
<br /> The City Attorney has recommended tha~ the above be accepted, provided
<br />the City is not required to pay the expense of sale and a good.title is given for the property,
<br />free of any deed of ~rust. It is my recommendation that we proceed with
<br />be authorized to bid the amount of the tales for the property.-"

<br />mitted to you an agreement relative to removing the east track of the Seaboard Air Line Railwa~
<br />on Crawford St. The City Attorney has approVed the agreement and each cf you gentlemen has re
<br />ceived a copy of this agreement. I $~ therefore respectfully~requesting tha~ you authorize the~
<br />City Manager and His Honor, the Mayor, to execute the aforesaid agreement on behalf of the City~
