<br />The committee on resolutions of respect to Chester H. Felton, reported as
<br />
<br />"WHEREAS, C~tain C. H. Felton, who has been continUOusly employed
<br />in various capacities in the Portsmouth City Fire Department for a
<br />period of twenty-se~en years, is now retiring from active duty, and
<br />WHEREAS~ Oaotain Felton possesses the very enviable and complimentary
<br />record of hsJving faithfully served the entire twenty-seven years with-
<br />out demerit or other critical mark against his personal necord of em -
<br />ployment, and
<br />
<br />WHEREAS~ the retirement of Captain Felton, because of his.efficiency
<br />sad broa~ expe~ience, is a distinct loss to the Department, however~
<br />he Hill not,only be sorely missed for that reason, but, also becaus~
<br />of his congenial and af2abte personality,
<br />
<br /> BE IT RESOLVED THEREFORE that the 0ouncil of the City of Portsmouth
<br />extend congratulations and thanks ~o Captain Felton for his long and
<br />faithful devotion to a duty that many times required that he endanger
<br />his own life in order that the lives and property of our citizens
<br />might be protected and preserved. His retirement, particularly at this
<br />time, will u~G~estionabIy be most difficult to overcome, however, we
<br /> trnst that it will be the means whereby many years of happy life in
<br />our midst will be his, ~s~d
<br />BE IT ~URTHER RESOLVED tha~ these resolutions be spread unon the min-
<br />utes of the Council of the City of Port smou~h; that a cop~be presented
<br />to Captain Felton and that copies also be for~arded to the Press.

<br />On motion of Mr. Wilson, said.resolution was adopted.

<br /> 1st - "On December 18th, 1944, constru-ction was begun on the Portsmouth
<br />Colored Library, near the northwest corner of Effingham and South Sts. Completion i s expected
<br />within ninety days time."
<br />
<br /> On motion ordered filed~

<br /> 2nd - ~I~am in receip~ of a letter from Paul V. Betters, Secretary of the
<br />National Conference of Mayors, relative to the meeting in Washington, January 2~th through
<br />2yth, at the Stutter Hotel.
<br /> It is important that His Honor, the Mayor attend this conference, as
<br />problems - both war and post-war, will be discussed."

<br /> ~n motion of Mr. Howard, the Mayor and the Manager were authorized to attend
<br />said meeting.
<br />
<br /> 3rd.- ~Th~ situation with reference to gasoline in the City has been acute
<br />for the last several days with many persons of important work being unable ~o perfor~ their
<br />du~ es.
<br /> I have attempted to rel~s~e the s~tuation by securing enough gasoline
<br />to operate the City's trucks, and would appreciate authority from you to continue ~o relieve
<br />~he situation wherever necessary.~

<br /> Motion o f Mr.. Hutchins to concur in the Msnager'~ request, was adopted. The
<br />following resolution adopted:
<br />
<br /> ~REAS, there has been a considerable Jahortage of
<br />gasoline, in this City, and doctors, operators of ambulances,
<br />and other essential vehicles, have been unable to secure gas-
<br />oline for use of their motor vehicles; and
<br />
<br /> EEREAS, such shortage appears to h~.ve occurred be-
<br /> cause of failure to allocate to this locality a fair share
<br />of gasoline;
<br /> NOW, THEREFORE, Be it Resolved by the Council of the
<br />City of Portsmouth, Virginia, t hat ~he proper Government agency
<br />or agencies be and they are hereby requested to allocate to the
<br />City of Portsmouth, a larger amOuht of gasoline.
<br /> BE IT F~JRTHERRESOLVED tha~ the City Manager be autho-
<br />rized to assist in any way possible to relieve the critical
<br />situatian."
