<br /> WHEREAS, this public component would contribute half of the anticipated
<br />$10,000,000.00 funding for the next five years;

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the City of Portsmouth hereby commits to participate in
<br />the public-private partnership known as the Forward Hampton Roads Economic
<br />Development Alliance."

<br />96-300 - Adoption of a motion to award a construction contract to Tech-Con, inc.
<br />to construct additional parking areas in the 600 block of Queen Street between
<br />Green and Washington Streets.
<br />
<br /> "Community Development Block Grant (CDBG) Funds are available for
<br />constructing additional parking areas in the 600 Block of Queen Street between
<br />Green and Washington Streets. Bids were received on August 8, 1996 for this
<br />project, which is a part of the Vision 2005 Plan. The bids were competitive and
<br />favorable with today's construction market (as shown on Attachment No. 1). The
<br />total anticipated project costs are as follows:
<br />
<br />Construction Contract (Tech-Con, Inc.) $245,685
<br />Virginia Power (Colonial Lighting) $ 15,000
<br />Traffic Engineering (Signage and Painting) $ 1,000
<br />Contract Administration and Inspection $ 25,000
<br />Contingencies $ 33,315
<br />
<br />TOTAL APPROPRIATION REQUIRED

<br />$320,000
<br />
<br /> The Di'rector of Public Works recommends award of a construction
<br />contract to Tech-Con, Inc. Community Development Block Grant Funds have
<br />been previously appropriated for this work. I concur with the Director of Public
<br />Works and recommend your approval of this item."

<br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to award the
<br />construction contract Tech-Con, Inc. for construction additional parking areas in
<br />the 600 Block of Queen Street, and was adopted by the following vote:

<br />96-301 - Adoption of a motion to transfer $34,769 from the Grants Contingency
<br />Account to hire a planner to administer the City,s Environmental Program.
<br />
<br /> "The Chesapeake Bay Local Assistance Department has awarded the
<br />City a $25,000 grant to cover the costs of hiring a planner to administed
<br />implement the provisions of the Chesapeake Bay Preservation Act.
<br />
<br /> Receipt of this grant marks the seventh year that financial support has
<br />been received for an Environmental Planner position. Of the $34,769 local
<br />match, $25,000 will be provided through in-kind services. The planner helps
<br />manage the City's Wetlands Ordinance, the Floodplain Verification Program, and
<br />especially the Chesapeake Bay Preservation Overlay Ordinance. Additionally,
<br />the planner has extensive contact with Portsmouth residents and is a key
<br />participant in processing various development applications.

<br /> I recommend acceptance of this grant, and a motion to transfer $34,769
<br />from the Grants Contingency Account."
