Presently, Forward Hampton Roads serves as
the lead business recruitment and marketing organization for South Hampton
Roads.

Currently, Hampton Roads' fragmented approach to recruiting new
business and industry is hindering the effective marketing of the region and its
performance. Therefore, Forward Hampton Roads has proposed a public-
private partnership to improve the region's performance through a proactive.and
cooperative marketing effort. The partnership would be composed of the five
Southside Hampton Roads cities: Chesapeake, Norfolk, Suffolk, Virginia Beach
and Portsmouth, and the private sector from across the region. The public
component would contribute half of the proposed $10 million funding over the
next five years. The private sector will also contribute $5 million. Portsmouth
contribution will be approximately $102,900 per year based on our per capita
share.

Therefore, in accordance with Council's request, I present this item for
your consideration. The attached resolution would commit Portsmouth to
participation in the public-private partnership known as the Forward Hampton
Roads Economic Development Alliance for the next five years,"

1.
