William Copeland, 2107 Staunton Avenue, spoke on the proposed salary for <br />the planner. <br /> <br /> Motion by Mr. Berm, and seconded by Mr. Pitts, to transfer $34,769 to <br />cover the costs of hiring a planner to administer/implement the provisions of the <br />Chesapeake Bay Preservation Act, and was adopted by the following vote: <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />- NEW BUSINESS <br /> <br />96-302 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />96-303 - Items Submitted by Council Members <br /> <br />Councilman Robinett requested a followup to the bulk refuse collection at the first <br />October meeting. <br /> <br />96-304 - Continued Non-Agenda Speakers <br /> <br />There were no speakers. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to go into Executive <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the <br />following: <br /> <br /> (1) Discussion or consideration of the condition, acquisition or use of real <br />property for a public purpose, or the disposition of publicly held property, as <br />permitted by Subsection (A)(3). <br /> <br />The motion was adopted by unanimous vote <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Martin, pursuant to Section <br />2.1-344.1 of the Code of Virginia certifying that to the best of the Council <br />member's knowledge during the immediately preceding Executive Session of the <br />City Council: <br /> <br /> (1) Only publiC business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br /> (2) Only such public business matters as were identified in the motion by <br />which the Executive Session was convened, were heard, discussed or <br />considered in the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br />On motion meeting adjourned at 10:35 p.m. <br /> <br />APPROVED - <br /> <br />Dr. James W.
