5 ,0 August 27. 1996 1. William Copeland, 2107 Staunton Avenue, spoke on the proposed salary for the planner. Motion by Mr. Berm, and seconded by Mr. Pitts, to transfer $34,769 to cover the costs of hiring a planner to administer/implement the provisions of the Chesapeake Bay Preservation Act, and was adopted by the following vote: Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None - NEW BUSINESS 96-302 - Boards and Commissions There were no appointments. 96-303 - Items Submitted by Council Members Councilman Robinett requested a followup to the bulk refuse collection at the first October meeting. 96-304 - Continued Non-Agenda Speakers There were no speakers. Motion by Mr. Martin, and seconded by Mr. Pitts, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Discussion or consideration of the condition, acquisition or use of real property for a public purpose, or the disposition of publicly held property, as permitted by Subsection (A)(3). The motion was adopted by unanimous vote Motion of Mr. Clemons, and seconded by Mr. Martin, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only publiC business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council.
