August 2% 1996 <br /> <br />- CITY MANAGER'S REPORT- <br /> <br />96,295 - Adoption of a resolution authorizing the acquisition and use of the ES, <br />2000 A¢cu-Vote voting system by the Portsmouth General Registrar. <br /> <br /> "The Electoral Board is requesting a change in the method of voting in our <br />City. Currently, the City collects and counts ballots using mechanical lever <br />machines. The General Registrar, as directed by the Electoral Board, intends to <br />change from the present machines to a computerized system using the ES-2000 <br />Accu-Vote Voting System which has been approved by the State Board of <br />Elections. <br /> <br /> The total estimated cost of $281,680 includes 34 precinct tabulators, <br />software, 220 voting booths, installation, and training and will be funded through <br />a lease pumhase arrangement. The Board desires to purchase two machines <br />immediately for absentee voting in the November 1996 presidential election. In <br />addition, the Board would like to purchase 32 systems for the June 1997 primary. <br />The Registrar has planned demonstration sessions throughout the City <br />beginning January in 1997. <br /> <br /> The Electoral Board has requested adoption of the attached resolution to <br />approve the purchase of the new voting system which will be funded through the <br />General Operating Budget." <br /> <br />1. Raleigh Harsley, 2124 Peach Street, spoke in support of the proposed <br />resolutiOn. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION TO AUTHORIZE THE ACQUISITION AND USE OF <br />THE ES-2000 ACCU-VOTE VOTING SYSTEM BY THE PORTSMOUTH <br />GENERAL REGISTRAR. <br /> <br /> WHEREAS, the Portsmouth Electoral Board has determined that it is in <br />the best interest of the City and its voters to improve the method of collecting <br />and counting votes in the City of Portsmouth, Virginia, by changing to a more <br />modern system, to-wit, the ES-2000 Accu-Vote Voting System; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Portsmouth General Registrar be, and hereby is, <br />authorized to change the method of collecting and counting votes by acquiring <br />and using the ES-2000 Accu-Vote Voting System, subject to approval by the <br />Civil Rights Division of the United States Justice Department." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-297 - Adoption of an ordinance to appropriate $180,000 from the <br />Capital Improvements Fund for Phase II of the Children's Museum of Virginia, <br />and a motion awarding the design contract to ASA Associates. <br /> <br /> A. Ordinance to appropriate $180,000 from the Capital improvements <br />Fund for design plans for Phase II of the Children's Museum of Virginia. <br /> <br />B. Motion to award the design contract to ASA Associates. <br /> <br /> "The 1996-01 Capital Improvement Plan includes funds for the design of <br />the second phase of the Children's Museum of Virginia. The firm of ASA <br />Associates was selected through the public procurement process for this design <br />work. It is necessary at this time to award a design contract to ASA Associates <br />in the amount of $180,000. <br /> <br /> <br />
