It is felt, however, that even under present conditions many im-
provements can be effecte~ by i~oroving, the present i~spection service.
I, was learned ~hat recommendations have been made by the Health Office~
of Portsmouth to the City Manager that the present milk inspector of PortsmoUth City Health De-I
partment be relieved
tion.
Summary - The Cit~ Health Departmen~ of Portsmouth is responsible for the sanitary
contro~---6T--~lk distributed in the City of Portsmouth.
The ex2sting milk ordinance, which was adopted by the City Oouncil on Jan-
uary llth, 1944, regulating ~he sanitation of dairy farm, pasteurizing plants, the issuing and
revocation of permits, ~he processing and distribution of milk and certain milk products in
Portsmmuth, contains the necessary public health safeguards if properly enforced.
Dairy and pasteurizihg plant inspection forms and perm~neht record forms
were av~ lable, but not being properly used.
Laboratory facilities are considered adequate for the examfnation of milk
samples. Examinations are being made as prescribed in the current edition of the standard me
rhode sot milk analysis. Results of examinations are mupplied the health officer and milk in-
spector. These reports are not being used to the best advantage by'the inspector.
The Health OfficerSs appraisal of the Milk Inspector is reflected in his
recommendation to the City Manager tha~ he be transferred to some other assignment. It was ap-
parent to the writer that the Milk Inspector's interpretations of the Milk Ordinance and Code
and thoroughness i~ making inspections are inadequate.
Detailed inspections were made of 34 dairy farms and eight pasteurizing
plants to obtain first hand information regarding their sanitary status.
Informmtion was obtained regarding th~ q~antity and grades of milk dis-
tributed in Portsmouth.
It is the writer's ooinion, ~fter carefully studying and appraising all
information obtained in making this survey, that a reasonably good quality and safe milk is be&
in~ supplied the citizens of Port~outh. It is the ~iter~s o~inion also that in order to im -
prove or esen maintain the present standards, an efficient milk inspection service must be pro-
vided.

On motion ordered filed.

MOtion of Mr. Hutchins that the Council thank the State Board of~Health
and Mr. V% N.Neblett for their report, was ad~pted.

hth "We are in receipt of a contrac~ and agreement from Harland Barth-
olomew and Associates, Cit~v~Planners of St. Louis, Mo.~ to study annexation and to direct and
supervise permanent planning and zoning for the City of Portsmouth.
The contract and agreement cover a period of two years at a cos~
of $25,2OO~O~, which will include ~he City planning pro,ram and a complete study of propos ed
annexed territory.
To begin this work, it is necessary that there be an appropria-
tion made to cover expenses for the balance of the year."

Contract-

lomew and Associates,

"MEMORANDUM AGREEMENT BETWEEN HARLAND BARTHOLOMEW
AND ASSOCIATES, St. Louis, Mo. and THE CITY OF
PORTSMOUTH.
