<br /> tors of milk are securing the best milk available to suoply the tremendous demand and, under

<br /> Summary - The Cit~ Health Departmen~ of Portsmouth is responsible for the sanitary
<br /> contro~---6T--~lk distributed in the City of Portsmouth.
<br /> The ex2sting milk ordinance, which was adopted by the City Oouncil on Jan-
<br />uary llth, 1944, regulating ~he sanitation of dairy farm, pasteurizing plants, the issuing and
<br />revocation of permits, ~he processing and distribution of milk and certain milk products in
<br />Portsmmuth, contains the necessary public health safeguards if properly enforced.
<br /> Dairy and pasteurizihg plant inspection forms and perm~neht record forms
<br />were av~ lable, but not being properly used.
<br /> Laboratory facilities are considered adequate for the examfnation of milk
<br />samples. Examinations are being made as prescribed in the current edition of the standard me
<br />rhode sot milk analysis. Results of examinations are mupplied the health officer and milk in-
<br />spector. These reports are not being used to the best advantage by'the inspector.
<br /> The Health OfficerSs appraisal of the Milk Inspector is reflected in his
<br />recommendation to the City Manager tha~ he be transferred to some other assignment. It was ap-
<br />parent to the writer that the Milk Inspector's interpretations of the Milk Ordinance and Code
<br />and thoroughness i~ making inspections are inadequate.
<br /> Detailed inspections were made of 34 dairy farms and eight pasteurizing
<br />plants to obtain first hand information regarding their sanitary status.
<br /> Informmtion was obtained regarding th~ q~antity and grades of milk dis-
<br />tributed in Portsmouth.
<br /> It is the writer's ooinion, ~fter carefully studying and appraising all
<br />information obtained in making this survey, that a reasonably good quality and safe milk is be&
<br />in~ supplied the citizens of Port~outh. It is the ~iter~s o~inion also that in order to im -
<br />prove or esen maintain the present standards, an efficient milk inspection service must be pro-
<br />vided.

<br />supervise permanent planning and zoning for the City of Portsmouth.
<br /> The contract and agreement cover a period of two years at a cos~
<br />of $25,2OO~O~, which will include ~he City planning pro,ram and a complete study of propos ed
<br />annexed territory.
<br /> To begin this work, it is necessary that there be an appropria-
<br />tion made to cover expenses for the balance of the year."
