<br />find that the bids were reported to you. The Oouncit did not take any action at that time,
<br />because I was attempting to secure Federal assistance~ which has since been denied as irreve
<br />lant to the War effort. It is my recommendation that the bid of the Dravo Company be accepted,~
<br />for which adequate funds have been provided in the budgst~ sad I further recommend that the
<br />attached resolution be adopted.~

<br /> WHEREAS, the Dravo Corporation, ~ro&d St. Station~ Philadelphia,
<br />Pa. has submitted a low bid of $14,310.00 on a 10.6 MGD pumping
<br />unit under Uni~ A and $14,560. OO for a lO MGD oumping unit under
<br />Uhi~ B~ and $8,545~OO for a 9.5 MGD pumping uni~ under Uni~ C, and
<br /> WHEP. EAS~ the Dravo Corporation was the low bidder in conformity
<br />with our advertisement in the Portsmouth Star and bids publicly
<br />opened at 1Z:O0 noon Eastern War Time~ April 9th, 1945, in the
<br />City Manager's Office~
<br /> WHEREAS, for the health~ welfare and safety of the people~ it is
<br />imperative that these pumps be purchased
<br /> NOW~ TP~REFOP~, BE IT RESOLVED by tbs Council of the City of
<br />Portsmouth, Virginia, that the City Manager be authorized to award
<br />contrac~ to the Dravo Corporation and that the eon~ract be executed~
<br />subject ~o the approval of the City Attorney~ and that the prooer
<br />o~ficers of the City be aut?mrized to sign~ and the seal of the City
<br />be attached thereto.'~

<br />for ~he construction of sewers, pumping stations and other
<br />appurtenances in connection with the establishment of a
<br />sewerage treatment plant as required by the Acts of the Gen-
<br />eral Assembly of Virginia~ and
<br /> Whereas, the City of Portsmouth has been authorized to issue
<br />bonds for such purposes,
<br /> NOW, THEREFOB~, Be it Resolved by the Council of the City of
<br />Portsmouth, that oending the issuance of bonds fg~~ the abov?
<br />purpose, there be"appropriated the sum of $10!,1~8.53 for the
<br />construction of s~wers~ pumping station~ and other appur -
<br />~enances in connection with the establishment of a ~ewerage
<br />treatment plant as required b~ the Acts of the General Assem-
<br />bly of Virginia, and tha~ the said amount be at present paid
<br />out of the funds held by the City for the purchase o~ Govern-
<br />ment bonds ~nd paid into Federal Works Project Account Project
