None <br /> <br /> Mr. Lawrence stated to the 0ouncil that he had invited all the Councilmen to <br />attend baseball games at the Stadium Smd was- now t~ing the opportunity of renewing his invi- <br />tation not only to see baseball games but to see the worse conditions created by the ban on <br />the sale of beer at the Stadium, as a result of which there is much more drunkenness and dis-- <br />orderly conduct than befor~ the .prohibition of beer. He also invited the Council to come to <br />the Stadium every morning to see the number of empty whiskey bottles as evidence of What he <br />was ta!kinE about, a condition that was not existent b~fore the beef-ban was put on. <br /> <br /> Mr. Lawrence also stated that any compliments paid the Council for the en~ <br />actment of tD~s ordinance were undeserved as there is no doubt but that moral conditions have <br />been made worse instead of better, ~ud if they %ould only investigate, the ordinance would be <br />rescinded. <br /> <br />ordered filed. <br /> <br />Report of the City Clerk and Auditor for the month of April was presented ~nd <br /> <br /> The followi~ letter was read and on moZion referred to the City Manager: <br /> <br /> "We, an inSerested and organized group of Negro citizens, feel the necessity <br />of approaching you on ~he question of improvements in some sections of the City populated by <br />Negroes. Emphasis is now being placed on a cle8n~up campaign in the City ~ud there is no <br />better way of supporting this campaign tD~an by improving deplorably unsanitary conditions <br />that tend ~o destroy the beauty of the City as a whole as well as th~ health and morale of its <br />citizens. When there are neighborhoods and slum areas in which there are-no flush toilets or <br />running wa~er, or in which two or more families use the same toilet and water facilities, or <br />in ~nich there are unpaved streets that harbor germs~ or in which there are stagnant ditches <br />arouhl which our children live and play-there is no question that the City's health is endan- <br />gered~ Such conditions breed disease, keep the health at a minimu~ and morale at a low ebb. <br />Specifically, a visit on Pine Sro from County to Race St. on 0olumbia St. from Chestnut to <br />Pine St., on Greener. from Race to RandolphSt., and in several areas all over the City, would <br />reveal this. <br /> If conditions were improved keeping the City clean Would not be a task and <br />health would <br /> consideration of this matter and that some immediate <br /> <br /> not be at stake. <br /> We wish to request <br />and satisfyi~ng action be taken~ <br /> <br /> Respectfully yours, <br /> <br />Mt.
