Leubbert, has brought to the atten-
tion of the writer, in a telephone conversatio~ the action of the City Council in raising the
license tax on waste material dealers from $20~.O0 per year t~ $1,OOl. O0 per year.
I am taking the liberty of bringing to your attention the very serious damage which may
be done ~he ~ar effort in the collection of scrap metal should this license t~ ordinance be
enforced, and the collection of scrap metal be discontinued by ~he operator of the only Junk
yard within ~he city limits.
As Chairman of the local Salvage Committee, it is requested that the Council reconsider
its action, and that a license tax for the ope~a~ing of junk yards be made that will be in
keeping with the tax that is applied to tP~s type of business in other cities throughout the
State.
I have been notified that the highest license fee for Junk yards in the State is in Rich~
mond, Virginia~ and ~mounts ~o $300.00 per year.
YoU no doubt realize the serious de, age that would be done to both the City and the
effort by the closing of Portsmouth's only Junk yard, and the resulting accumulation of scrao
metal that would pile up in the City, and the corresponding failure of our community to meet~
our proportionate amount of scrap metal for war pu~ooses.
It is therefore requested that your honorable body will give further consideration to
~b. is tax, and reduce it to a point that will be more in keeping with the license tax imnoeed
on similar businesses throughout the State.
Thanking you for your attention and consideration, i

Yours truly,

W.W.
