Triplett, President of <br />the West Park View Garden Club, advising me of the proposed construction of a building at West <br />Park View as a veterans' memorial hall, ~d requesting that the 0ity make a donation toward the <br />cos~ of the building. <br /> I am advised that the City Council does not have the legal right <br />tO appropriate city funds for this purpose and I therefore can not recommend such ~an appropria. <br />tion." The agree- <br /> ment and public voucher will be forwarded to you in the next <br /> few days. <br /> Henry J.Sullivan,~ Division Engineer, <br /> Division <br /> Washing=on, D.C.~ <br />This will enable the Oity to proceed with the housing of Gander <br />remove undesirable mud flats and the places where mosquitoes breed, and ~zll also permit <br /> generally improve the property in the southern end of the City. <br /> Please authorize the Manager to execute the attached agreement <br /> Agency." <br /> <br /> Motion of Mr. Weiseman to authorize-the Manager to execute the agreement <br />with Federal Works Agency was adopted and by the following vote.: <br /> <br />Ayes: Fox, Grimes, Howard, Sturtevant, Warren,Weiseman, Wilson <br />Nays: None <br /> <br /> 9th - "Although I had expected not to make~a~y imorovements in the pres- <br />'ent buildings, it is imperative that we repair the Clerk of Court's office at ~ cost of sloroxi- <br /> mately $1,O00,OO and I am requesting an appropriation of that amount. <br /> It is brought ~o ~he attention of the 0ouncil that any improve - <br /> ments during the year will have to be financed either from the Surplus Account o~ a bond issue, <br /> as the present yearly revenue is insufficient for same." <br /> <br /> Motion of Mr. Warren to place on its first reading an ~ppropriation of <br />$1,OO0.O0 for said purpose, was adopted. <br /> <br /> 10th - "In furtherance ~f a street program in the City, we would like to <br /> pave Chautauqua Ave. fr~m Western Branch Ro~d to Bayview Street, at a cost of $12,5OO.O0 and <br /> Washington St., from Dume to County, at a cost of $13,500.OO, or a total of $26,000.00. <br /> This will necessitate a special appropriation and at t~ end of <br /> the year it will be necessary either to issue bonds or remove funds from our Surplus, as the <br /> present yearly income of 19~ will not enable these improvements. <br /> It is expected that the City will receive funds for a portion <br /> of these improvements from the Federal Government for street damages." <br /> <br /> Motion of Mr. Warren to place on its first read-ing an appropriation of <br /> $26,0OO.O0 for said purpose, was adopted. <br /> <br /> llth - ~Several months ago, members of the Council and the Mayor, working <br />in close harmony with the ~anager, made plans to construct a civic center which would be named <br />the War Memorial Hatl~ I engaged an architect to' draw tentative plans and to give an estimate <br />of the cost of a building that would seat approximately 2~200 people, which could be used for <br />concerts an~ civic affairs of all kinds, as well ms for auto shows and any other feature needing <br />a flat surface. <br /> I would like to submit the present plan for the construction of <br />this building which would cost approximately $~O0,000.O0, with permission to request the Federal <br />Government for engineering assistance on same. <br /> There are several ways in which the building could be financed <br />and if appropriate Federal legislation should come a~ a later date to absorb unemployment, we <br />would be in a pgs~tiQn to receive aid. on the construction of the building. <br /> I can not impress too s~rongly on the Council the fact that a <br />building of:this type is no~ a financial investment, but rather one o f cultural benefit and ser- <br />vice to the City and I doubt seriously if the income from same would sustain it, much less re - <br />tire necessary bonds." <br /> <br /> <br />
