Office of Price Administration has in several instances <br />granted additional food and ration points to certain eec- <br />~ion~ of our nation, particularly to agriculture and min- <br />ing districts where food shortage threatens the migration <br />of needed personnel engaged in production of essential war <br />time necessities and, <br /> WHEREAS, the City of Portsmouth,~Virginia, has been recog- <br />nized by the United States Government through the Congress <br />and the President's Committee for Congested War Areas, as <br />one of the ten most congested sections in our country. In <br />recognition of this congestion,~ the Federal Public Housing <br />Authority and other Government Agencies have accorded in many <br />cases an allocation of unlimited housing materials and facil- <br />ities in order that provisions might be made to accommodate <br />immigrant skilled workers and producers. Although the Gev-~ <br />ernment recognized the need of h~using, it has failed to give <br />proper cong~izance to the need of food for these same workers <br />to oroduce efficiently, happily and in a heaIthful manner. <br /> NOW, THEREFORE, BE IT RESOLVED, by the Honorable Council of <br />the City of Portsmouth that on behalf of the people, Workers, <br />citizens and in an effort to continue war productions on a <br />high level that they request Government authorities vested <br />with the task of allocating food to immediately ts~ke cogni- <br />zance of the present critical food shortage that is crippling <br />war production~in this area and release necessary food, meats, <br />poultry and other food commoditiesfrom either Government <br />~$ock~piles or increase allocations from distributors to the <br /> Ortsmouth area at-once, further to maintain an adequate flow <br />of the minimum food necessities in order that war workers <br />building ships and others engaged in war work may be adequately <br />fed and not driven from the area due to food shortage, and <br />furthermore that a copy of this resolution be presented to the <br />Honorable Senator Harry F. Byrd, the Honorable Congressman <br />_Ralph Daughton, Director of Office of Price Administration, <br />the War Food Administrator and other persons or agencies that <br />are deemed necessary to assist in bringing assurance that the <br />situation will and must be relieved.~ <br /> <br />The following communications from the City Manager were read: <br /> <br /> Ist- ~I am in receipt of the attached letter from <br />merly ~n~engineer in the ~ire Department I recommend that the funds due M~ <br />ed." <br /> <br />L.J. The prope~ <br />~y would have to be appraised and sold at public auction. However, I am reluctant to make any <br />negotiations without authority~rom the Council and I believe that with authority from you it <br />would be possible for us to work out a plan for a modern building to be constructed on the site.' <br /> <br /> Motion of Mr. Weiseman that the Manager confer with the American Le - <br />gion on the matter, was adopted. <br /> <br /> 4th - "I am ~ttaching a communication received from the Examining <br />Board recommending the retirement of Patrolman W. J.
