<br /> Motion of Mr. Weiseman to place an appropriation of $4,500.00 for said
<br />purpose on its first reading, was adopted.

<br />The following communications from the City Manager were read by Mn Fox:

<br /> ist - "The Federal Works~Agency, which appropriated $20,000oOO for a
<br />Child Care Center Project - VA ~4-362, has made a final audit of the account.
<br /> They have previously forwarded us $18,OOO.00 and have retained
<br />the usual ten per cent or $2,000.00.
<br /> If you will adopt the attached resolution, the Federal Works
<br />Agency will forward us the final portion of the allotted amount - $2,O00.OO.~

<br />Resolution -

<br /> ~WHEREAS, the Child Care Center, Project VA hk-362, located at
<br />the corner of Fifth and Lincoln Streets, has been completed by
<br />Trimkle and Dob~ns~ Contractors, to the satisfaction of the City
<br /> Manager and G0ntract #l of Trinkle and Dobyns was completed
<br /> March 26th, 19,h5, and
<br /> WI~EREAS, this proJec~ has been spproved and accepted by the
<br />Federal Works Agency, through its Norfolk representatives,-
<br /> NOW, THEREFORE, BE IT resolved that the Council of the City
<br />of PorTsmouth, Virginia, hereby accepts the project as completed
<br />subject to all of the terms and conditions of the contract and
<br />grants necessary time extensions without.liquidated d~ages,
<br />and therefore authorizes the proper officers of the City ~o
<br />execute and sign the necessary docume~ts~~

<br /> The Federal Works Agency is requesting that the attached reso -

<br /> ~'WHEREAS, Trinkle and Dobyns, General Contractorm
<br />under Project VA ~-362, Day Nursery, have been delayed
<br />in t he completion of the building, due to the fact that
<br />the marble shipped was received broken and
<br /> WHEREAS, ~he delay in construction was no faul~
<br />of the contractor, who has mad-e every effort to complete
<br />the building on time, and
<br /> WHEREAS, the said contractor is requesting an addi-
<br />tional twenty-one days to complete construction of the bnild-
<br />ing,
<br /> NOW, THEREFORE, Be it Resolved by the Council of the
<br />City of Portsmouth, Virginia, that Trinkle and Dobyns be
<br />granted a twenty-one day extension of time and be relieved
<br />of liquidated damages, subject to the approval of the Federal
<br />Works Agency."

<br />Kessler expressing appreciation ~o the ~ity for its assistance to the Navy Recruiting Service.
<br /> Commander Kessler expresses to us his hearty thanks and ~Aopre-
<br />ciation for our help."

<br /> ~th "The sudden 'end of the War found the Federal Government curtail-
<br />ing our programs to such an extent that it might impair our services and efficiency.
<br /> The Federal Government by the attached letter has agreed ~o
<br />forward the $19,OOO.00, plus a recommendation for some additional fuhds to tide u~ through the
<br />sumn~~ season.
<br /> The grants Were divided into quarters on an equal basis and our
<br />heaviest expenditure is in the third quarter during the summer season. Therefore, the funds
<br />not arrifing from the Federal Governmen~ necessitates a special appropriation of $1,3OO.OO ~o
<br />meet a payroll due August 23rd.
<br /> In the event that the aforementioned money has not been received
<br />from the Federsl Govarnment in time Tot current payrolls, it will be necessary to have a fur -
<br />ther temporary appropriation of $5,1OO.OO to meet t~ese payrolls. However, it is our hope that
<br />the funds will be here prior to that date. Whatever funds are appropriated can be returned as
<br />soon as ~he check from the Treasurer of the U~ited States Government has been received."
