August 28th, 1945. <br /> <br />At a regular meeting of the City 0o~ucil, held August 28th, 1945, <br /> <br />there were present: <br /> <br />Leslie T.. Fox, George L. Grimes, James N. Howard, Frank D. <br />Lawrence, E. Robie Sturtevant, C.-'E. ~arren, H. Earl Weise- <br />ma~ and Pearle J. Wilson <br /> <br />The minutes of the regular meeting held August l~th were read and <br /> <br />approved. <br /> <br /> On motion of Mr. Howard, privilege of the floor was granted a eom - <br />mittee of taxi owners and operators. Mr. W..T. Parker sZated~that they had prepared a taxi <br />ordinance using the provisions from several cities as a base sending a bopy to the City Mana- <br />ger and City Attorney and that they were requesting the 0ity Manager to make a report to the <br />Oouncil. <br /> <br /> ~ On motion of Mr. Howard, the Manager was requested To make a report <br />on same at the next regular meeting. <br /> <br /> - Motion of Mr. Howard to grant the Man__s~gr a vacation of ten days, _ <br />beginning August 25th and that the President of the Council be autnorized to act for the Man <br />ager during his absence and that the .Manager in the future notify the Oouncil o f his desire <br />for a vacation, was adopt e&. <br /> <br /> Report of CoMmittees: <br /> <br /> (a) "At the regular meeting of the Oouneil on August l~th, you appDinted a <br />committee composed of Councilmen J. N. Howard, E. R. Sturtevant and the City Manager, to se <br />cure information relative to pensions. <br /> There is being compiled now a complete re.co_,~l of all city employees rel- <br />ative to~ueir length of service, salaries during the present year, and other general infer - <br />motion. <br /> After this has been completed, we will contact an actuary ~o see what the <br />co~t of the pension would be. <br /> Yours truly, <br /> <br />J.N. Owens. 0ommittee." <br /> <br />On motion ordered Zile&. <br /> <br /> (b) "We are in receipt of the attached letter from Senator Harry Flood Byrd, <br />inclosing a letter f~omthe Department of Agriculture relative, to food 'shortages. ~ <br /> <br /> tnelosures - <br /> "I~ inclose harewith letter I have Just received from the Secretary of <br />A~rieulture in response to my communication relative to the shortage of food stuff in the <br />Portsmouth &rea. I hope very much tha~ the situatioh has improved and if there is anything <br />further you think I can do to be of assistance, please let me know. <br /> With beet wishes, I sm, <br /> Faithfully yours, <br /> Harry F.Byrd." ~ <br /> "Thank yo~ for calling to my attention on August 2nd, a copy of a res- <br />olution passed by the Council of the City of Portsmouth, Virginia, wtich wa~ presented in persom <br />to Dr.D.A. FitzGerald of the Department of Agriculture. Dr. FitmGerald has informed me that <br />this resolution was discussed at a conference held in his office, with representatives of the <br />City of Portsmouth and the Office of Price Administration. OPA representatives present at the <br />meeting indicated that more meat would be made available immediately to this area and that <br />action would be taken to correct other problems presented by that committee. <br /> In view of this action and-the probable increase in civilian food sup- <br />plies as a result of V-J Day, no further action ~y the Department:on this resolution seems to <br />be necessary. <br /> Sincerely yours, <br /> <br />Secretary." <br /> <br />On motion ordered filed. <br /> <br /> (o) ~During the past year on several occasions, the City has considered the <br />construction of its own Municipal Power Plant, and Mr. Louis T. Klauder and Associates have <br />agreed to bring a survey made i~ 193~ up to date. <br /> The cost of this survey will be $4,500.00 and it is the Committee's <br />recommendation that the Council appropriate this amount of money for the survey in ~rder to <br />ascertain if the construction of our own power plant is practicable. <br /> The CommitZee would further like to request the City Attorney to se <br />cure an opinion with reference to the Power Company's perpetual rights. In addition it is our <br />recommendation that our Representatives in the General Assembly introduce a bill which will <br />allow the City of Portsmouth to construct, maintain andmoperate its own penny, er plant. <br /> <br /> Very truly yours, <br /> <br /> W.R.
