<br />appropriation in the amount of $577,671 which includes $75,053 from the Public
<br />Utility Capital Improvements Fund and $502,618 from the Capital Improvements
<br />Fund.
<br />
<br /> I concur with the Director of Public Works and with your approval of this
<br />item, the remaining balance of bonds authorized, but not yet appropriated, will be
<br />$3,746,783 in the Capital Improvements Fund and $20,392,371 in the Public
<br />Utilities Capital Improvements Fund."

<br />Reggie Allen, 1421 Wilcox Avenue, spoke in support of the street improvements
<br />in the Brighton/South Portsmouth area.

<br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to adopt the following
<br />ordinance, and was adopted by the following vote:

<br />96-314 - Motion to transfer $146,223 from the Grants Contingency Account to
<br />fund a family-centered, community-based center for children and families.
<br />
<br /> "In 1993, Congress passed the Fami]y Preservation and Family Support
<br />Services Program. The City of Portsmouth was awarded funding to provide
<br />family-centered, community-based services to children and families.
<br />
<br /> The Portsmouth Interagency Network (PIN) has developed a
<br />comprehensive prevention plan that includes the creation of a family resource
<br />center. This resource center will offer counseling and referral services to allow
<br />access to the array of human services. In addition, the center will provide a wide
<br />variety of family services and skills training to meet the needs of families as
<br />identified in the prevention plan.
