September 1:0. 1996 <br /> <br /> The first year award of $40,352; thrOUgh September 30, 1996, will be used to <br />plan the resource center. A contract has been negotiated with the Planning Council <br />to develop the center. The second year award of $105,871 will be used for the <br />actual implementation of the center and program components. These services will <br />alSo be contracted outi A local match of 10% ($14,622) is required, and this amount <br />was previously budgeted in the Social Services budget; <br /> <br /> I, therefore, recommend the transfer of $146,223 from the Grants Contingency <br />Account to fund this program." <br /> <br />Minister Raflq Zaidi, 506 Dinwiddie Street, requested information on the location of <br />the center. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to transfer $146,223 to <br />fund a family-center, community-based center for children and families, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-315 - MOtion rescheduling the October 22 Council meeting to October 15, 1996 <br />and rescheduling the November 11 Council meeting to November 12, 1996, <br /> <br /> "In reviewing the calendar for the next couple of months, there are two <br />meetings which Council may wish to consider rescheduling. During the latter part of <br />October, four Council members will be attending the Virginia Municipal League <br />Conference. I would, therefore, recommend that the meeting regularly scheduled for <br />Tuesday, October 22nd be moved forward to Tuesday, October 15,1996, This <br />change will allow Council to consider the Community Development Block Grant <br />program within the schedule set forth by the Department of Housing and Urban <br />Development (HUD), A later date would require that the City make a special request <br />of HUD for a deadline extension. <br /> <br /> Additionally, Veterans Day, a City recognized holiday, falls on Monday, <br />November 11th. Likewise, I would recommend that the public hearing planning <br />items normally scheduled for that evening be scheduled for the next evening, <br />Tuesday, November 12, 1996. <br /> <br /> I, therefore, respectfully present this information for your consideration. With <br />your approval, staff will take the necessary steps to advise the public of these <br />changes." <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Martin, to reschedule the meeting <br />of October 22 to October 15 and November 11 to November 12, and was adopted by <br />the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Hoiley <br />Nays: None <br /> <br />-NEW BUSINESS- <br /> <br />96-316 - Mr. Clemons offered the following nominations to Boards and <br />Commissions: <br /> <br />Southeastern Public Service Authority <br /> <br />James T.
